About new approaches to an
independent assessment of qualification of young specialists on the Russian
labor market
Character of a new stage of
development of the higher school is defined by need of achievement of accurate
parameters of competitiveness of higher educational institutions at regional,
national and international levels and their effective inclusion in the solution
of problems of social and economic development of the state. In this regard
there is necessary an orientation of basic institutes of the higher school to
high quality of the academic environment, introduction of modern administration
of educational and scientific processes, development of an interuniversity
competitive spirit and network interaction, expansion of participation of
professional and public communities accompanied by the academic process.
Today in the territory of
Russia and the states of the CIS there is no accurate, uniform built and
fulfilled system of independent certification of young specialists. At the same
time, there is a number of successful examples of interaction of higher
education institutions and employers in this direction. In 2010 in Tomsk on the
basis of TPU the center of the international certification of technical
education and an engineering profession is created. In 2011 The union of
industrialists and businessmen of St. Petersburg, city Chamber of Commerce and
Industry, the North Western office of Russian joint stock company and Council
of rectors of higher education institutions of St. Petersburg created
autonomous noncommercial association "Agency of Quality Control of
Education". In its structure the center of certification of the personnel
is created: managers, experts-auditors, consultants of quality systems of
educational institutions. In 2012 the first results were brought by work of the
appraisal center and certification of qualifications for the oil and gas
extraction branch, the Russian state university of oil created with the
participation of experts and gas of I.M.Gubkin. In Kazakhstan not the first
year the centers of certification of qualifications of graduates of higher
education institutions work.
Thus, activity of Omsk
state university of means of communication is one of logical steps in this
direction. On the basis of the Cooperation agreement with the Omsk Chamber of
Commerce and Industry, concluded creation on its base of the similar center on
April 25, 2012 is supposed. On June 27, 2013 on the basis of university the
first trial procedure on a voluntary basis for students graduates of economic
specialties of OMGUPS is carried out. In it process by subjects of
certification the Omsk Chamber of Commerce and Industry, Omsk state university
of means of communication acted. Members of the commission were representatives
of university, Chamber of Commerce and Industry of the region, employers (Omsk
Airport open joint stock company, the Uralsib leasing company). Students
graduates of higher education institutions became object of certification. The
procedure purpose - independent examination of level of development of the
competences received by students during educational process. Problems of
process:
- increase of level of mobility of students on a regional labor market
- preparation for a labor market of highly qualified competitive
specialists
- improvement of quality of training of specialists in higher education
institution.
Certification was carried out in the form of testing. The test
base is created by high school workers on the basis of recommendations of
specialists experts of the firms consisting in Omsk Chamber of Commerce and Industry.
The test base was formed of two blocks:
- the professional;
- the psychological.
At a preparation stage
in October-December, 2012 125 graduates on specialties were interrogated:
"Marketing", "Organization management",
"Commerce", "World economy", "Finance and
credit". Poll purposes: to reveal degree of knowledge of graduates about
procedure of certification and interest level. As a result of 48% of
respondents declared that have information on the set object, 24% (30 people)
expressed desire to take in it part. 16 people took part in testing and the
subsequent interview with members of the commission (10 graduates in
"Marketing", 6 graduates in the direction of preparation of a
bachelor degree "Organization management"). Successfully passed tests
of 7 graduates, from them 6 marketing specialists. Two graduates received
certificates of Omsk Chamber of Commerce and Industry with confirmation of
tactical level of the management, five people confirmed competences at the
level of operational management.
The main problems of the
declared procedure in our opinion is the following:
- lack of the acquired practice of carrying out procedure;
- lack of
sufficient knowledge of students;
- conservatism of
thinking of teachers, students, employers;
- employment
problem on a labor market of the graduates who have successfully passed
certification.
Thus, experience of carrying
out similar procedure on the basis of one of higher education institutions of
Omsk can be useful to educational community of Russia and the region, as from the
point of view of working off of mechanisms of carrying out certification,
identification its strong and weaknesses, the analysis of mistakes, and from
the point of view of real results to all participants of this process. It is
necessary to emphasize especially that development of this process is
impossible, in any case, at the first stages without maintenance on a labor
market of the graduates who have successfully undergone this procedure.
