It is well
known that the issues of improving the management of processes common
distribution of medicines (M), medical products (MD) and medical technology
(MT), is one of the main priorities in the implementation of government
programs, free medical care to the population of the Republic of Kazakhstan
[1].
In the first stage of the
process, when there is a formation of the republican and regional programs of
GVMC, a single distributor involved in the determination of the major
financial, and structural indicators of volume, is the basic foundation of the
company. In this case, other than analytical information about the drug filling
GVMC programs in the country and regions for the previous year, conducted a
factor analysis and assessment of positive and negative trends in the results.
This work allows you to make the necessary changes and additions in the bid
campaign organizations and health authorities, and improve the quality of the
summary application of certain regions and the whole country [2, 3].
Thus such a
friendly work is carried out through the use of modern information technology,
continuity and feedback between the competent authorities and the company. This
methodical approach allows us to take into account the assortment outs amounts
of drugs, accumulated excessive reserves, more objectively determine the real
need for programs GVMC in drugs, specify the funding coming from the state and
local health budgets; clarify the lists of drugs included in the GVMC in sync
with changes in the its volume and structure, to consider expanding the list of
high-tech medical services, and their appreciation of, and changes in the
volume of financing and payment options, the commissioning of new health care
organizations, as well as the introduction of new treatment protocols and
patient safety.
The next step
is to organize the monitoring of procurement of drugs, which is carried out
through the use of technologies developed step by step:
1. The study
and selection of suppliers of pharmaceutical products. Moreover, this important
work is carried out on the following principles: quality, safety, efficiency,
affordability, and the main preferences are granted to domestic pharmaceutical
companies.
2. Organization of contractual campaign with
suppliers. This activity is based mainly through direct relationships with
suppliers, without intermediaries. The major criteria for selecting suppliers
are: price, quality, completeness of the assortment of drugs, timeliness and
regular deliveries.
3. Conducting
public procurement. This procedure is carried out on the basis of information
in advance of potential suppliers about the upcoming state purchase, volumes,
list of drugs, the requirements for their certification, quality, safety,
clinical effectiveness and marginal cost. At the same time comply with
applicable rules and transparency.
4. Financial
monitoring of public procurement. The purpose of this section is to work
systematically monitored to ensure timely and regular funding, payment,
supplied pharmaceutical products.
5. Systematic
analysis and evaluation of the volume and assortment of completeness drug
coverage GVMC carried out in the framework of the implementation of treaty
obligations by random checks directly in health care organizations. According
to the results of the work undertaken formulated claims against customers,
suppliers and customers; formulated and implemented operational plans for
addressing problems.
6. Current
monitoring of changes in the needs of GVMC in the M is based on a study of
health professionals in situations in the regions of the country, changes in
market conditions for the drugs, increasing opportunities for domestic
manufacturers of pharmaceutical products. The results of observations are
reflected in the current and future plans of the company.
7. In order
to improve business processes in the company on the basis of systematic monitoring
of financial and logistical indicators is the development and implementation of
proposals to address the current challenges and strategic development of the
company. This work is built on the basis of a retrospective analysis of the
results achieved, taking into account the possible external and internal risks,
ensures financial stability, profitability and sales targets for drug filling
GVMC.
8. Constant
monitoring of the completeness and timeliness of drug content GVMC, as well as
the quality of purchased drugs is a common practice in the company. And for
these purposes, the modern means of information and analytical support,
communication and direct connections with manufacturers of pharmaceutical
products, with the heads of agencies and health organizations, the adoption of
additional operational management decisions aimed at improving mutual
cooperation.
The
implementation of these activities can improve the quality of drug supply
program GVMC, completeness of their implementation, execution of the State's
obligations to the people of the Republic of Kazakhstan.
