MONITORING AS THE METHOD OF RESEARCH OF SOCIOLABOR RELATIONS SYSTEM

The research was completed under financial support of Russian State Humanitarian Fund within the research project (Monitoring of sociolabor relations system in Tomsk oblast), project ¹ 11-12-70001à/Ò.

Sociolabor relations take up a special place in vital activity of the person, define its social status, a standard of well-being, a moral and psychological climate.

Reforming of modern Russian economy has demanded essential change of sociolabor relations system. The former sociolabor relations system has been destroyed, however the new system, which adequate to the present stage of development of economy, hasn't been definitively generated.

Functioning of system of sociolabor relations is necessary to trace constantly for the purpose of definition of a vector of country’s development and making of timely administrative decisions. The tool, allowing it to make, is monitoring of functioning of sociolabor relations system [1].

It is necessary to understand, that monitoring of functioning of sociolabor relations system is the integrated system of continuous gathering, processing, accumulation, analysis and interpretation of the socially-economic, socially-psychological, sociological information about a course and tendencies of development of sociolabor processes, with use of sociological and statistical methods of reception of the information on the basis of indicators and indicators [2].

 It is probably to realize short-term forecasting of development of sociolabor relations system, the prevention of the negative tendencies, conducting to formation of the intensity’s centers, an estimation of efficiency social and state economic policy on the basis of results of monitoring.

The main function of monitoring of functioning of sociolabor relations system is security of bodies of regulation and management full, timely and trustworthy information about the processes, proceeding in system of sociolabor relations.

In the general view monitoring should include following stages [3]:

1. Definition of the purposes and planning of process of monitoring, working out of set of necessary indicators, a choice of means and methods of gathering of the information.

2. Supervision, studying and generalization of the information about sociolabor relations system, database creation.

3. The analysis of a condition of sociolabor relations system, and also search of reserves and an estimation of prospects of its development.

4. Ordering and preparation of the information for acceptance of administrative decisions on perfection of operating conditions of sociolabor relations system.  

5. Control over results of administrative influences and making of the information for the further supervision of sociolabor relations system.

Main question of monitoring of functioning of sociolabor relations system, in particular, and managements of social and economic development of the country, region, the enterprise, in general, is the question of revealing of the factors, generating social intensity, and definition critical, socially dangerous limits of this intensity.

What parameters of the social stability, what factors generate social intensity and when it to become socially dangerous: it is a prime question which is put for monitoring of functioning of sociolabor relations system as operative information-analytical system of continuous supervision over dynamics of the social processes proceeding in the country (region or enterprise).

The structure of indicators for realization of monitoring of sociolabor relations system should include four groups: 

- The general indicators of development of territory (gross domestic product (including per capita), an index of physical volume of an industrial output, etc.);

- Incomes and a population standard of living (a summary consumer price index, living wage size (on the average per capita), etc.);

- A labor market, employment and unemployment (number of the economically-active population, etc.);

- Sociolabor relations at the enterprises (movement of number of workers by economic activities kinds, quantity of occupational diseases, etc.).

The given indicators open a condition and tendencies in system of the sociolabor relations, demanding operative and continuous supervision, and make the greatest impact on system of public relations. Thus the structure of key indicators possesses flexibility and can be changed and added according to the developed economic situation, the purposes and monitoring problems.

The carried out monitoring of functioning of sociolabor relations system allows to develop cards of functioning of sociolabor relations system, which allow to look visually at dynamics of development of sociolabor relations system in the allocated key directions and to warn negative tendencies which can lead to formation of the centers of intensity, and also reveal qualitatively new problems and spend short-term forecasting of development of sociolabor relations system in the future.

Thus, monitoring of functioning of sociolabor relations system is an important component for effective functioning of the state. The clear conception of monitoring of sociolabor relations system presumes to carry out to the state the basic function – to provide national safety and social stability in the country.
