IMPROVEMENT OF ECONOMIC CONTENT AND ADMINISTRATIVE
FORMAT FOR INVESTMENT IN INTEGRATED CONSTRUCTION PROGRAMS
The effectiveness of adaptive reactions of any
enterprise to change the economic situation, its ability to survive or stable
work depends on providing a system for managing information about its status
and prospects, existing and potential problems, alternative development
scenarios. In such conditions, the diagnosis, which has a pronounced purposeful
nature, is designed not only to form an informational system for the support of
the adoption of managerial decisions, which is based on a comprehensive and
systematic study of all aspects of the financial and economic activity of the
enterprise, but also to determine the ways of influencing the operational
(economic and organizational- managerial) parameters of his work. Particularly
acutely, the solution to these problems relates to enterprises of such a strategically
important area of the national economy as the construction industry, where the
global financial crisis has led to the most drastic decline in growth rates,
the growth of a significant number of financially insolvent and close to
bankruptcy of organizations (which are not able to timely and in fully fulfill
its obligations to customers, investors and creditors).
In such circumstances, each construction company as a
stakeholder (according to ISO / IEC 29148: 2011 stakeholder - an interested,
involved party) of the construction project operates in a complex, volatile and
dynamic external environment that places new emphasis in the management of the
enterprise, deducing the first plan of its quantitative and qualitative
properties regarding the ability to self-sufficiency and development in the
conditions of the destabilizing effect of unpredictable and difficult predicted
external and internal factors (when the actors of the joint of capital payment
crisis, the decline in production, capacity reduction, the elimination of jobs,
creating economic and social problems of their follow-up).
The study of scientific sources and the generalization
of the experience of the domestic business of the construction industry allows
us to conclude that the methods of diagnosing economic stability are inadequate
in terms of content and current coordinates of the main events of the life
cycle and the harmonization of economic requirements and expectations of
institutional participants in the construction project. This concerns the
organizational and informational process of identifying signs of preservation /
loss of economic equilibrium by building contractors of the construction
project, developing tools for reducing information asymmetry and managing
conflicts of interest among economic relations participants, which in aggregate
allows to reduce the information risk and reduce the influence of the
subjective factor in the adoption of the economic- managerial decisions.
Compliance with economic stability for each of the stakeholders (construction
of a construction project) can be achieved by fulfilling the following
conditions:
- the subject of economic activity is compatible with other structures
on the micro and meso-level ones and is aimed at
fulfilling strategic development objectives within the format of the
construction project and its life cycle;
- has a certain level of autonomy and autonomy, that is, it is a
holistic, formed organism that is constantly evolving;
- saves its aggregate property, functions when changing its form and
structure;
- its reproduction processes correspond to the dynamics of needs within
the limits of both their own economic needs and the needs of the institutional
entities of the construction project;
- has the potential of self-organization and self-development.
It is grounded that the temporal nature of the
project, the interdependence of stakeholders and their interdependence -
despite the existing differences in the content of operational activities in
the investment and construction process, require a joint consideration of the
state of economic stability in the updated diagnostic diagnostics of the
operational and production capabilities of the developers of the developer's
project.
