Problems of Normative and Methodical

Support Development for the Satellite

Information Communication Systems Lifecycle

 

Design and development of complex information telecommunication systems and networks is impossible without a proper normative and methodical support, which regulates the requirements for objects of design and order of people’s and organizations’ interaction in the process of their activity. The specifics of the satellite information telecommunication systems (SITS) are represented by the fact that such systems are an aggregation of automated information systems that are connected by one telecommunication network. That is, two main groups of the standardization (regulations) objects can be singled out: automated information systems (an aggregation of information resources, information technologies, and a system of software means that realize information processes in Human-Machine mode) and telecommunication facilities including satellite systems.

The purpose of this paper is development of conceptual decisions and scientific and methodical basics, defining normative and methodical support of development and deployment of SITS in the Republic of Kazakhstan.

The purpose of the normative and methodical support (NMS) is establishing the general regulations and rules of developing SITS and providing a single normative and methodical basis for interaction of domain experts and developers, who realize the development, deployment, integration and maintenance of SITS (according to the technical aspects of the implementation).

The main objectives of NMS are:

·        Regulation of the general order, structure and the content of the processes of development, maintenance, integration and evolution of SITS;

·        Regulation of the general requirements for SITS for providing their high quality, development unification, design, and re-deployment, as well as for lowering the total expenditures on their lifecycle;

·        Defining methodical materials for providing an opportunity for different developers participating in the project to use the most effective ways and methods of work, implement them according to a single scheme, and obtain uniform results.

·        Regulation of the structure and forms of the project materials and technical and software documentation.

As a result of the accomplished work, the following outcomes are obtained:

1.     A systematic analysis of the world experience and contemporary trends of standardization, as well as the condition of the normative and legal basis in the field of development and deployment of SITS is performed. The analysis has shown that the most important and global trends in this field are the concepts of open systems and global information infrastructure.

2.     An analysis of the state profiles of open systems interconnection (OSI) was realized for developed countries and Russia. Based on the conducted research the number of concrete decisions are offered according to the state profile of OSI of the Republic of Kazakhstan.

3.     Suggestions on applying world-wide acknowledged standards of the contemporary technologies of SITS are offered.

4.     The methodology of defining a profile of SITS is developed. According to the Guidance on Development and Deployment of the concrete system’s profile (IEEE Std 1003.23-1998, IEEE Guide for Developing User Organization Open System Environment Profiles) the main stages of the development, structure and the content of the SITS profile are defined.

5.     Suggestions on applying the standards for regulating the stages of the development lifecycle of SITS are developed. The contents of these standards are revealed in a way to factor in the main peculiarity of SITS, its space segment.

6.     Principles and contents of the systems design of SITS are developed, which help to assess the effects and costs and plan in an optimal way the processes of SITS development. Based on the recommendations of the standard ISO/IEC 15288 «Standard for Systems Engineering — System Life Cycle Processes» the stresses were made on the questions of continuous quality assurance, safety, and performance of systems, quality control of circulating information and risk analysis on all stages of the development.

7.     Based on the recommendations Y of ITU, the developing concepts of global information infrastructure, the models of access of users to the applied and communication services, functional and corporate models of this concept in the light of SITS development are analyzed.

8.     The bank of normative documents on normative and methodical support for SITS is developed, which includes the most famous international, intergovernmental, and national standards.

9.     The projects of the following normative and methodical documents on development and deployment of SITS that make up its profile:

SITS. Terms and Definitions;

SITS. Lifecycle processes. Stages of SITS development;

SITS. Requirements for project documentation;

SITS. Methodology of Profile Development;

SITS. Systems design. Methodical recommendations;

SITS. Requirements for stations VSAT (very small aperture terminal);

SITS. Requirements for testing;

SITS. Information security management;

SITS. Service provision regulations;

SITS. SITS access policy;

SITS. Job description for technical personnel.

The normative and methodical basis of development and deployment of SITS are based on two fundamental concepts: concept of open systems and concept of global information infrastructure. The promising innovation-oriented resolutions of the international standards organizations are used for research. As opposed to the similar works the significant attention was paid to the space segment in the information telecommunication systems, as well as integrated account of such important requirements as openness of the system, system approach in design, system’s ability to develop, efficiency, etc.

Using the developed normative and methodical basis will allow to build and develop SITS in a more efficient way by virtue of creating a single information environment, where the portability of applications, interaction of software and hardware facilities and functional scalability will be supported, as well as to develop a plan of organization and technical measures on developing and deploying SITS, for decreasing the terms of systems development, rapid and effective deployment, and provide quick return on investment. The joint use of the developed normative and methodical documents by both users and developers and vendors of the software and hardware will ensure coordination of their actions in the processes of development and deployment of SITS.

The developed methodology on building the profile of SITS is recommended to using at early stages of the systems development. Following the defined profile on all further stages of the lifecycle of the system will allow the user to develop specifications on the acquired and developed hardware and software, which ensures independence on the vendor, will enable the developer to facilitate the re-use of the developed applications if the platforms change, and will provide necessary conditions for the vendors to widen their product market.
