Models and
tools for innovative development of the region
Innovative development of the economy requires
new approaches and methods for the implementation of the developed programs of
socio-economic development of territories [1, p. 61]. Especially characteristic
of this trend is evident at the regional level. The more that innovative
development has always been closely associated with investments, as one of the
most important resources [2, p. 385]. From this point of view an interesting
experience Kaluga region.
Its present name is the most attractive region
for investment. More than 70 Russian and foreign investors to implement their
projects here. Five Kaluga companies became residents of the innovation center
"SKOLKOVO" and can use all the tax regimes for the development of
their innovative projects [3, p. 336].
Prerequisites for innovative development in the
region, there were almost ten years ago. By this time there were established
the center for technology transfer, business incubators, centers of
entrepreneurship. But streamlined coordination of the work of these
"points of growth" was not. Which led to the creation in 2010, the
Agency of innovation development of Kaluga region AIRCO), who assumed these
responsibilities [4, p. 294].
The first task of AIRCO was to identify unique
ideas and developments and bring them to the market. The second is the
formation and development of the Kaluga region of the cluster policy.
A cluster is a concentration of enterprises in
the same industry, which, on the one hand, compete with each other, but at the
same time work together to solve important for common tasks such as personnel,
who have a positive synergistic effect everyone. Therefore, the clustered
nature of the economy is a necessary condition for the success of innovative development
of any territory [5, p. 350].
Another key challenge was the transition from
an industrial economy to an innovative, more productive. The average annual
output per worker in a traditional industrial company is 1-3 million, and
appear high-tech enterprise with the figures 12-17 and more than million.
Therefore, the main role of AIRCO and was the formation of new sources of
economic growth through the development of small and medium enterprises in
innovation clusters [6, p. 376].
Today, there are
four clusters: automotive, logistics, pharmaceuticals and information and
communication technologies. On the agenda is the creation of the cluster
energy. Its core will be such enterprises as "turboman"Kaluga turbine
plant.
In the forming stage are the tourism cluster,
the clusters of non-metallic materials and agribusiness.
AIRCO support from the very initial stage is to
identify promising ideas, business plans and roadmaps development in high-tech
industries. Only 2013 Kaluga company was able to implement their own projects
from different sources about 200 million rubles [7, p. 330].
To turn innovative ideas into successful
startup projects help government grants area. Allocated to 0.5 million in the
first year after establishment, and grants-in-1 million rubles Fund of
assistance to development of small forms of enterprises in scientific-technical
sphere.
AIRCO works closely with development
institutions and banks to derive the best innovative ideas to commercial
financing. All these phases collected together the chain that leads innovative
product on the market.
This type of collaboration has already yielded
positive results. Innovative development of ONPO "Technology" have
dozens of patents and are of interest to Russian and international aviation
companies. Today, ONPO together with AIRCO leading model project for GK
"Rostechnologii" on involvement in the turnover of inventions
enterprises that are not used for the production of primary products [8, p.
361].
The project Kaluga enterprise
Geoanalytical" is recognized as one of the best in the framework of the
German-Russian innovation cooperation and in 2013 won a grant to work with
Finnish partners. It is impossible not to recall the latest security enterprise
"Algon" or auto-mobile alarm "Pandora". It is also the
global level.
And drug drug Kagocel" nearmedic
plus"building the plant in Obninsk, became a sales hit of the year. Last
year the company was among the top ten fastest growing Russian companies, and
product - great prospects in foreign markets.
We can conclude that the experience of the
Kaluga region for the coordination of innovation deserves attention and can be
adapted in other regions. And such a tool as AIRCO can become a universal tool
in the Russian economy to create sustainable areas of innovative development.
