Transformation Need in the Educational System of Ukraine as a Means of Brain
Drain Decrease and Gene Pool Loss Cessation

changes occurred in many countries’ educational systems due to digital
technologies. According to Euromag [1]
data, tablet computers are used instead of paper notebooks in the Bavarian
private school Neubeuern,
Germany. Classrooms of the future have become the students’ everyday reality.
There are no blackboards, chalk, paper notebooks and manuals, only tablet
computers. While the whole world is using modern digital
technologies in their education, Ukrainian educational system is obsolete. This
is the reason for more and more youth to get education abroad. Leaving young
people is a double loss for the country: as national gene pool and human
capital decrease. Ukraine is irrevocably losing its brightest youngsters
without considering the consequences. According to the data of Polish Embassy
in Kyiv, Ukraine, one third of foreign students in Poland are Ukrainians. About
ten thousand Ukrainian citizens are working on their degrees in Poland. The
number of Ukrainian students in Poland has tripled in the last three years. This
fact is also proved by the international sociological research called Students. Image of the Future [2],
conducted by Horshenin Institute in Kyiv, Ukraine, among Ukrainian, Russian,
Polish and Kazakh youth. It shows that 84.5% of Ukrainian young people do not
want to study in their home country, and 70.9% do not want to live there
either. Thus Ukraine loses its youngsters, so called “golden” gene pool, who
prefer to get foreign education and work on professional self-realization
abroad. The most goal-oriented young people, capable of studying University
level subjects, mastering foreign languages and adjusting to alien for them cultures,
are no longer contributing to the country’s development. Many Ukrainians have a
chance to study abroad because of various grants, student exchange, scientific
and educational youth programs. Why doesn’t Ukrainian youth want to get home
education and to stay in Ukraine? The reasons are the following: the overwhelming
majority of Ukrainian higher education institutions graduates are uncompetitive
at international labor market; the corruption level in Ukrainian higher
education is one of the leading in Europe. According to Transparency International [3], an international organization,
Ukraine is the most corrupted European country of 2012. Îñâ³òà.ua
[4] claim that because of the corruption Ukrainian higher educational
establishments remind of supermarkets; the incredibly high tuition fees are not
affordable for the majority of Ukrainians.
Conclusions.
While foreign countries revolutionize their educational systems to meet and
establish the latest world requirements, Ukraine remains a donor country,
providing educated and hard-working labor force. The good news is that the
situation may be changed for better. Ukrainian higher educational system should
be revolutionized to become closer to international standards. Unless this is
done, Ukrainian youth will do its best to study abroad.
