ABOUT MANAGEMENT
IN EDUCATIONAL ACTIVITY
In domestic and foreign scientific literature in the field of education,
and also to the analysis of various organizational and administrative aspects
of educational activity many works are devoted to management problems. However
overwhelming number of works on this subject in spite of the fact that their
authors formulate the subject declared in research as the analysis of
administrative processes, are reduced or to identification of positive results
own pedagogical practice with a pronounced empirical and descriptive dominant,
or to a superficial explanation of what to consider as management in the
educational organizations (thus, as a rule, authors focus the attention only on
one of links of educational process - school or higher education institution),
to an explanation of sense of categories and the concepts connected with
questions of management in education, designing of tables, approximate plans,
schedules, schemes, etc.
Management in an education system in works of some modern writers acts
as:
- purposeful, systemically organized process of impacts on its
structural components and communications between them, providing their
integrity and effective realization of functions, its optimum development
[1,2];
- scientific the organized management with a peculiar hierarchy: the first
level - management of activity of the pedagogical collective, the second -
management of activity of pupils [3,4];
- complex of the principles, methods, organizational forms and
processing methods of management of the pedagogical systems, directed on increase
of efficiency of their functioning and development [5,6].
All analyzed literature connected with management of education, can be
conditionally divided into three directions: the first - management of
education process (at some authors - training, education, or formation of the
personality); the second - management of the educational organizations; the
third direction - management of systems (programs, projects) educations.
Management in education is the specific branch of the administrative
sciences which has incorporated sources of pedagogic, psychology, sociology of
management, management and marketing.
Educational management has the specifics and regularities inherent only
in it. Professional knowledge on
management causes understanding by the managers connected with education, three
various instruments of management:
- the organizations, hierarchies
of management, the main means here - impact on the person from above by means
of motivation, planning, the organization, control, stimulation and so forth;
- cultures of management, i.e. developed and recognized by society, the
organization, group of people of values, social norms and installations,
features of behavior;
- the market, the market relations, i.e. the relations based on balance
of interests of the seller and the buyer.
In Kazakhstan according to the Law RK «About Education» «control of the
organizations of education is exercised according to the legislation of the
Republic of Kazakhstan, standard rules of activity of the organizations of
formation of the corresponding type and the charter of the organization of
education on the principles of one-man management and collective nature».
Need of the appeal to a management perspective for education staticizes
also that fact that the global transformations which are carried out in
Kazakhstan, besides quite obvious positives determined also a number of the
crisis phenomena which have mentioned, in essence, all spheres of public life,
including management questions. Thus the solution of problems of management in
education is a necessary condition of formation and development of a present
education system as the social institute adequate to pressing needs of modern
society.
Now the wide circulation was gained by work on management improvement in
education which organizational basis is the State program of a development of
education of the Republic of Kazakhstan for 2011-2020 years. Main objective in
the field of management of education is formation of a state and public control
system by education. The following was distinguished from the main objectives
in this area:
1. Management improvement in education, including introduction of the
principles of corporate governance, formation of system of state-private
partnership in education.
2. Improvement of system of monitoring of a development of education,
including national educational statistics taking into account the international
requirements.
Kazakhstan defined education system development as a priority task for
ensuring long-term economic development of the republic. Today the state pays special attention to a
development of education as main indicator of human development of the country
as our major purpose is an education of Kazakhstan citizens of a new formation
and transformation of Kazakhstan into the country with the competitive human
capital.
