FEATURES OF E-COMMERCE IN KAZAKHSTAN

Modern
advances in the development of global information and communication technology
(Internet technology) have led to a rapid increase in economic activity, called
"e-commerce (commerce)."E-commerce - is not just a trade, based on
new information and communication technologies in the Internet. It is a very
big part of various business operations. With the help of e-commerce provides
the achievement of economic and financial goals set forth in the mission of the
firm.
E-Commerce
in Kazakhstan did not become yet sufficiently a widespread form of committing
acts of purchase and sale and concluding business transactions conducted via
the Internet. Currently Kazakhstan lags far behind developed countries in the
development and using elements of
infrastructure of e-commerce system. Because of the weak national economy
Kazakhstan takes a very limited part in the formation of a new economic world
order. It is based, as we know, on the latest information technology, the
global telecommunications network, the main representative of which is the Internet.
For
example, the annual turnover of e-commerce in Kazakhstan in 2012 was
around $ 400 million (0.7% of the
market), when Kazakhstan had spent in about $ 1.3 billion in foreign online
stores. These data were quoted by a
member of the board of the Association of Legal Entities "Internet
Association of Kazakhstan" Konstantin Gorozhankin at a press conference
organized by the" KazPost "in Almaty.
According
to the Speaker, there are about 500 online stores in Kazakhstan, the largest of which are the «Air-Astana»,
«Kazakhtelecom" KTZ, Kcell. Turnover of the first approached $ 35 million,
at the same time KTZ reported about one million tickets sold online, and a
6-fold increase in a year.
It
was also noted that in the near future, this market segment is expecting an
output of major players such as hotel chains, Air Agencies, payment
aggregators. However, according to experts, there are two problems which
prevent to the development of domestic e-commerce: the closed banks towards to
online transactions, and also the absence of the "Law on Electronic
Commerce."
In
terms of countries where Kazakhstan citizens mostly make purchases it is USA,
the leader in this ranking, about 66% of online purchases made by
citizens of Kazakhstan there. On the
second place - the euro zone.
KazNet
audience is actively growing and the number of network users, according to the
Ministry of Transport and Communications has exceeded 9 million (59% of the
population), which, of course, will be favorably affect the development of
e-commerce industry. Also, there is a formation of legal support of e-commerce
and the provision of electronic services.
Analytics
predetermined average growth of e-commerce in the country at 2-2.5. These data
suggest that after 2013, the number of online sales should seriously increased.
Achieving the psychologically important level $ 1 billion in e-commerce sales
forecast to 2015.
There
was adopted a law for the development
of e-commerce in July 2011 introducing amendments to some legislative acts on
issues of electronic money. Today, the rules of law work, and the first
national system of electronic money intended for trading services in the
Internet appeared in Kazakhstan market
Fully
works the law of RK "On Electronic Document and Digital Signature",
created the necessary infrastructure for the using of digital signatures in the
key sectors of the economy.A major step in the development of e-commerce may be
the implementation of and transition to the using of electronic invoices.
Currently, this matter was under by the competent public authorities. Phased
implementation of electronic invoicing is expected starting from 2014.
At
the initiative of the Ministry of Economic Development and Trade in the current
year, there was developed a draft law "On amendments and additions to some
legislative acts of the Republic of Kazakhstan on improvement of legislation in
the field of e-commerce". However, currently there is still a debate on
this bill and about the need of a
separate branch of the law of e-commerce.
Thus,
e-commerce in Kazakhstan expanding its sphere of influence, but a number of
constraints does not yet let us to talk about the high rate of growth of
Internet business.
