THE ROLE OF THE MONITORING METHODOLOGY OF A SUBSYSTEM OF THE REGIONAL STRUCTURE AND TERRITORIAL ORGANIZATION OF THE AGRO-FOOD SECTOR IN THE FUNCTIONAL DEVELOPMENT OF INFORMATION AND ECONOMIC CALCULATIONS

Improving the monitoring subsystem in current and emerging scientific and industrial associations and industrial enterprises of functional development of the strategic adjustment of the regional structure and territorial organization of the agro-food sector involves ensuring the availability of appropriate elements. Supporting elements – a complex methodology, information, software, technical and organizational design decisions necessary for the establishment and operation of functional development monitoring.

The leading position among these elements takes methodological support, representing a set of guidelines (procedures, instructions, regulations, etc.), determine the content of monitoring and regulating the procedure for its implementation at all levels of the hierarchy of production management (in the research and production association, in an industrial enterprise, shops at sites in the brigades, the workplace, etc.). Although industry-wide guidelines for the creation of methodological materials control systems of strategic regional structure and territorial organization of the agro-food sector this type of security is not provided, the modern best practice clearly shows that cost-effective functional development management functions is possible only on the basis of deep study of the theoretical and methodological aspects of each particular function.

The role of methodology monitoring subsystem is extremely high and in a traditional management of scientific and industrial associations and industry, but it is especially increasing in terms of functional systems of strategic control of the regional structure and territorial organization of the agro-food sector in the improvement of information and economic calculations. Functional development of the monitoring subsystem leads to the formation of a qualitatively new mechanism for the implementation of this function to the improvement and development of interconnected content and methods of monitoring. Therefore, the process of organizing the monitoring function in the strategic adjustment of the regional structure and territorial organization of the agro-food sector most feel the need for a sound scientific theory, full of methodological materials. This is due to the fact that the monitoring methodology, as a description of real situations in which the monitoring function allows, on the one hand, to establish a list Scoring economic information needed to make timely management decisions and on the other – to determine the need for baseline information that is needed to perform the appropriate calculations.

Thus, the methodology makes it possible to more or less explicitly identify design decisions regarding the data output and data input tasks of monitoring function in the strategic adjustment of the regional structure and territorial organization of the agri-food sector. Comprehensively reflect all aspects and processes of production and business activities of scientific and industrial associations and industrial enterprises, the methodology helps form part of the tasks of monitoring subsystems to determine their relationship and sequencing solutions, which greatly facilitates the construction of a model of the functional structure monitoring system of strategic control of the regional structure and territorial the organization of agri-food sector.

Offering the methods and techniques of research in a timely operation of various aspects of the production process, methodology thus makes it possible to determine the composition of algorithms for solving (concepts counting) monitoring subsystem tasks. Giving advice on the use of the results of the monitoring function, the methodology creates the opportunity to select the most user-friendly methods and forms of submission of the output information on the tasks of the methodology. Experience has shown that in the absence of a complete set of sufficiently accurate staging information and economic problems methodology is practically the only source of information for the development of preliminary design solutions in the field of technical and organizational support tasks monitoring subsystem.

This qualitatively developed theoretical and methodological materials for monitoring should enjoy:

- Ensure the implementation of the objectives of the study (in a timely manner to make general conclusions about the running processes, identify emerging trends and patterns, enable the preparation of the forecast for the near future, based methodology for optimal and timely management of the investigated processes, etc.);

- To provide the necessary coverage and continuity over time with timely study of the processes of production and economic activity (all aspects of the research and production associations and enterprises – economic, technical, social – should be monitored at all time intervals, asked "step" strategic management);

- Reflect the functional processes necessary monitoring subsystem, not traditionally formed at a particular facility management;

- Offered them methods and techniques study of industrial and economic activities must be justified and are oriented to obtain the necessary and sufficient Scoring of the economic information, they must not allow gaps and overlaps in the description of process monitoring features;

- Have a realistic description of a model system performance monitoring functions of production and economic activity at the appropriate level of management to modern production (research and production association, industries, shop, site team and the workplace).

Thus, in a summary of the material it can be noted that the methodology is an essential element of ensuring the monitoring function in the strategic adjustment of the regional structure and territorial organization of the agro-food sector, which largely determines the nature of ideology and design solutions for providing its other elements. Because of this, it is obvious that the development, validation and transfer of methodological materials for monitoring scientific production associations and industrial enterprises functionally develop economic calculations should be carried out first and was preceded by a project work for other types of software.
