Four-level mode development project information environment
Management issues of real estate development
projects have received considerable attention in project management [1-6]. However, authors
mainly emphasize on improvement of organizational or technical components of
management systems for such projects. The methods of planning, changes
management, development funding are being improved. Far less attention is given
to informational support issues of development. There are considered the issues
of informational support of concept development, designing, planning, finance,
HR and physical resources management processes [7-9].
As the analysis of publications in sphere of development
project management showed, authors do not practically consider the issues of
information management systems creation for development projects. Thus, there
appears the scientific challenge to create scientific-methodical basis of information
management in development projects.
Under current conditions development puts a
problem of forming and applying new, simple and convenient instruments of
project information environment management. These instruments should allow
creation of relevant project information environment, and that, in turn, should
allow managing development effectively. Creation of mathematic model of optimal
management elaborates scientific and methodical basis of development project
information environment management and also it is the first step in formation
of practical tools of effective information management in real estate
development.
From a perspective of effective development
project management system the project information becomes the source of
analysis and all decisions making. Managing project information helps in
receiving enough accurate data about the project that have a positive effect on
achieving its goals. In conditions of uncertainty this aspect of management
becomes an important instrument for success of the real estate development
project. Proper and effective information management allows increasing efficiency
of the management system functioning in development projects, and this in its
turn improves the quality of product developing in the project.
However, the problem is not only in the
management of information. It is much wider. Information management includes data
communication management and providing needed information to all managers and
specialists, but it does not include the questions of managing the procedures
of project information resource forming.
Information plus procedures of its forming compose
information environment of the project. That’s why there is a necessity of
widening the management of information to management of information environment
of projects.
In this case by information
environment management we should mean selection for realization such options of
information environment development, which will secure effective management of
real estate development projects.
Definition1. An option of project information environment
formation is a complex of incoming information and processes of its transformation
from initial state to suitable for usage in processes of development project
management.
Management should be
considered as effective in the case if processes of information transformation
form necessary for development project information actions on managers and when
expenses on this transformation (including tie, money expanses and specialists’
work) are minimal. These requirements must be obligatory reflected in the model
of management. Based on the assumption that information in real estate
development projects circulates in direction from information environment to
information actions on project managers it is proposed to single out four
levels, which are the following:
1. Information environment; 2.Information
resource; 3.Information product; 4.Information actions.
Together with this arranging
of information environment it is necessary to foresee the transformation:
1. from information that comes
into information environment to information resource of the project
2. from information resource
to information product
3. from information product to
information actions on managers of projects
Let us show the proposed
arranging of development project information environment in matrix of elements
connection in this environment.

The priority of options of
formation of development project information environment could be received
basing on expert rating. Experts define the influence of particular information
on the quality of decisions in project.
Let us consider that if
priority of option is equal to 0 this mean that information represented
horizontally is not being used for receiving information that is written
vertically in matrix (formulas 1, 3 ³ 5).
For estimation of total
expenses for realization of option of formation of development project
information environment it is proposed to ration actual expenses.
