The
management models of the Economics of small business in the region

In the regional business development the important
role of different institutional formations. Their initiative is often
determines the pace of economic development. Considerable experience gained in
the Kaluga region. And one of the most effective institutional tool for this is
the entrepreneurship support Fund [1, p. 343].
National entrepreneurship support Fund was
created in 1993 by the government of the Kaluga region. Over the years of its
activity supported over 600 projects of entrepreneurs in the region. First of
all demand financial support - the provision of micro loans, loans, and
guarantees, for lack of collateral for loans from banks. Actively develop non-financial forms of support [2, p. 385].
In 2013, the
Foundation has offered a new financial product is "555". This loan of
up to 5 million rubles for 5 years at 5% per annum for industry, agriculture
and personal services. The provision of cheap borrowed funds is an important
step in the development of small business in Kaluga region and brings
entrepreneurs to achieve their objectives.
Such a low interest rate exists only in the
Kaluga region. Micro financial institutions from other regions is not lowered
its interest rate below 10%. In Kaluga, this has been achieved by the support
of the regional budget [3, p. 355].
An important event in 2013 was the holding Fund
Kaluga entrepreneurship week. During the whole week was going round tables were
conducted business event information of an Advisory nature, business sessions
and master classes.
Of course, one of the most important events of
2013 was the creation of a new division of Fund - business support Center
(VSC). His task is to make a stable trend of active development Fund, as well
as add new elements into the system of support of small and medium business in
the Kaluga region. There is information and consultation activities. In the
framework of functional tasks LAC - organizing useful and flexible system of
non-financial support to entrepreneurs.
But not only a sufficient amount of financial
resources leads to business success. A key factor of success in business is
competent management of resources and processes [4, p. 14]. Therefore, to Fund
the increased level of knowledge, abilities and skills in the management of his
business is the number one task.
Entrepreneurs are invited to undergo training
Start your own business", which is held on a monthly basis. Every case
begins with the birth of ideas, then the company, and then it all depends on
the entrepreneur. On how he would respond to the challenges of the external
environment and to properly manage the business.
According to statistics, 70% of the initial
stages of coming to an end at the stage of infancy [5, p. 25]. And more often
not because of a lack of resources and poor formation of the initial reserves,
although this is of enormous importance for success. The main reason for the
creation of "stillborn" companies is the lack of ability to manage
people and resources. That is, the training Fund, objectively reduce risks.
Regularly in the first week of the month
(Wednesday, Thursday and Friday) CSE conducts a training course "Start
your own business". This interactive training format, various practical
cases and exercises. The training entrepreneurs independently develop marketing
and financial framework for the development of their business. The result of
course is a ready-made business plan, developed by the entrepreneur. The
training is conducted in small groups (up to 12 people) on a grant basis.
In 2013, training sessions actively carried out
as in Kaluga and the Kaluga region: Lyudinovo, Kirov, Spas-Demenska and
Obninsk. The training was conducted by staff of CSE, who are also certified
trainers-consultants. And for those who have long and confidently cope with
small business, we offer a consultancy business planning, proper alignment of
business processes, management of resources - human and financial.
The Foundation plans for the near future:
• implementation on an ongoing basis of the
modular interactive training;
• development of a system of information and
consulting support in the "single window", including the formation of
the package of documents for obtaining subsidies;
• expansion of activities in support of
projects;
• the creation of the CPP business incubator
for small businesses;
• support companies in the localization of
production;
• organization of business club as a permanent
communication platform.
Without well-planned strategy, it is impossible
to succeed in any case. Therefore, the concept of the Fund is to assist
enterprises-work at every stage of business development. This can be support
with zero address or consulting. The main result of this is a dynamically
developing economy of this region.
