At present, at priority corn facilities in economy APK there are some questions which do not find due state support and regulations. Together with that, in agrarian structure occur the reforms institutional nature and structured realignments of production in sphere of the conversion and marketing grain and grain products. The Absence of the site system resource provision and deliveries to agricultural product, cheese and provisions, imbalance distributing market mechanism and infrastructures has greatly influenced upon disproportion in development food market. It has brought about naturalizations of the economic relations and redistribution of the significant share of profits in favour of trade-intermediary structures.

One of forming element of the economic growing is considered stable operation agro produced sector. However in agro produced sector there are problems, which decision can to a considerable extent promote its active development, this in particular: insufficiency of the financial facilities, high percent on credit, small technical provided with, production output able to meet competition with foreign enterprise, high tariffs on transportation of the product, less developed system of the management in settle, old system of the insurance and others.

Requires its decisions of the problem of the shaping and developments market grain and grain products on more qualitative level, with generalization of the achievements of the scientific progress and analysis of the questions in accordance with food safety of the country. One of the most important features to economic independence and well-being of the country is a level of the development of production of grain and grain products. In condition globalization, the export grain and products of its conversion, with provision for potential possibilities of grain production complex, APK is considered as one of the priority directions to foreign economic activity Kazakhstan. Whereas, Kazakhstan enters in VEIN, given question gains special urgency, and dictates need fundamentally to revise the methods and mechanisms industrial politicians in agrarian sector of the economy RK.

The Strategic role of the agriculture follows to consider not only as branch providing country product feeding and industrial raw material, but also as the main customer and consumer to industrial product, forming profit and in the other branch public facilities. Follows to note that level to respectability on enterprise, working at village, well above than in agricultures. One peasant under firm condition of the economy provides work seven-eight workers of the other branches, herewith with salary vastly more high, than in agricultures. So, majority of the countries considers as priority, strategic program agrarian politicians, and attention to development of the agriculture is considered as obligatory requirement.

One of most broadly under discussion and simultaneously one of the most disputable concept in economic literature, as a part general economic, is an industrial policy state. The Industrial policy can be determined as complex action state, directed on creation more happy circumstances for development determined sector and productions. This essentially brings making the unequal conditions of the operation and developments of the other branches. So, any priorities state in determined sector and branch will lead to reduction of the general cost-performance.

In modern condition question about need active industrial politicians in Kazakhstan requires the analysis as established structures of the economy and competitive ability separate its sector, so and estimations trend and mechanism reproduction, defining long-term prospects of the development and promoting firm economic growing.

The development innovational directivities are one of the typical particularity modern technical politicians and imply two aspects. Systematic and goal-directed creation and assimilation of the innovations, including realization of the achievements of the technical progress as result determined level of the development public production and society as a whole. The realization of this problem will require reformation of all spheres to vital activity society and which is connected with complex and long process. Naturally that transition to innovational type of the development expect change in such sphere as, change integer and life principle, its motivation i.e. production life strategy corresponding to new requirements.

The modern society inseparable from technology and as bright manifestation innovational type of the development emerges the technical progress. Today, the technology controls many spheres so it is a most important condition of the existence, operation and developments society.

Creation and use in different branch more efficient and refined technology for decision appearing problems, is one of the most wide-spread approach in modern world. Together with this, a requirement to quality and possibility of the created technology becomes complicated. From for this future human society will all in big degree by deterministic purely problems of engineering. Herewith all place less remains the human factor, where intellectual quality i.e. its power, will and creative activity lose the life space. This will in turn require the goal-directed influence on innovational process, and in the first place, this activity on searching for, preparation, realization and spreading the technical innovations.

The realization of the process technical politicians must run systematically and goal-directed. At present this - relatively new sphere to management activity and importance dug technical management will constantly increase.

For support and developments full-scale innovational activity on all level public production necessary realization close-fitting connection between technical and innovational politician and understanding their most important dug. Transition to innovational type of the development will require creation national инновационной systems, including organizing, legal, resource and other forming given process.
