ABOUT
MONITORING OF THE DEVELOPMENT OF EDUCATION
For effective management, adoption of reasonable decisions on quality
management of education it is necessary to possess solid and reliable
information about a course of educational process. Obtaining such information
is possible at implementation of monitoring of a development of education.
Therefore not casually one of problems of the State program of a development of
education of the Republic of Kazakhstan for 2011 - 2020 is "improvement of
system of monitoring of a development of education, including creation of
national educational statistics taking into account the international
requirements" [1].
Monitoring is used in different spheres of public work, and, therefore,
belongs to different areas of scientific knowledge. Recently the term
"monitoring" has broad treatment, it is meant as continuous
supervision over any process for the purpose of detection of its compliance to
desirable result or the initial assumption. Is admissible to consider this term
in value of process of tracking of a condition of any object (system or the
difficult phenomenon) by means of the continuous or periodically repeating data
collection, certain key indicators representing set. From the methodical point
of view monitoring should be considered as universal type of activity, indifferent
to the subject contents, promoting continuous tracking of the phenomena
occurring in the real subject environment to include results of the current
supervision in management process.
Monitoring in education (from latin «monitor» - reminding, supervising)
is a continuous supervision over any process in education for the purpose of
detection of its compliance to desirable result or initial assumptions [2].
In the Law of the Republic of Kazakhstan "About education"
educational monitoring is understood "as systematic supervision, the
analysis, an assessment and the forecast of a condition and dynamics of changes
of results and conditions of implementation of educational processes, the
contingent being trained, networks of the organizations of education" [3].
Monitoring of quality of education - systematic, purposeful, specially
organized, tracking of changes of the main properties of quality of education
for timely adoption of adequate administrative decisions on correction of
educational process and the conditions created for it on the basis of the
analysis of collected information and the pedagogical forecast. Practice showed that monitoring is often
considered not from a position of the purposes, the general principles, the
contents, methods and control facilities, and only as a form of receiving,
transfer and information accumulation.
All this doesn't allow to refer the developed approaches to tracking of
quality of teaching, education, methodical activity, professional development
and other types of educational activity to modern monitoring of quality of
education.
Monitoring is a tool for the analysis, the intermediate stop, allowing
defining, where to go further. Distinctive feature of monitoring is information
on compliance of the actual result to its expectations, forecasting, and also
an assessment of this compliance. The return information - one more necessary
element of monitoring, and, therefore, and managements of education; on its
basis the relation to result changes and ways of achievement of the current,
intermediate and ultimate goals are reconsidered [4].
Monitoring has a number of distinctive features. It represents the
complete system realizing a set of functions. It is possible to allocate the
following aspects of monitoring which distinguish it from other relatives or
similar pedagogical and psychological processes: data collection continuity;
diagnostichnost of occurring processes; informational content; scientific
character of applied criteria and conclusions; feedback existence for entering
of amendments into traced process.
Monitoring of an education system is necessary in the conditions of
development as there is a need for conscious impact on a situation that,
naturally, demands tracking of current state.
As parameters of tracking of current state of an education system three
groups of parameters can be offered [5]:
1. The input parameters characterizing requirement of the population in
services at various educational levels.
2. The output parameters defining demand for graduates of professional
educational institution in the region.
3. The parameters characterizing an education system.
It should be noted that these provisions of monitoring of a development
of education are considered in the State program of a development of education
of the Republic of Kazakhstan for 2011 – 2020 years.
Educational monitoring - the category pedagogical and administrative as
it doesn't copy general provisions of the theory of information, and translates
them into language of pedagogic, psychology and management.
Educational monitoring is carried out by methods of an external and
internal assessment of quality of education.
Data of monitoring are used for improvement of the content of education,
an assessment of efficiency of measured educational technologies, definition of
problems in educational process. Results of monitoring are information basis of
adoption of administrative decisions on improvement of educational process and
modernization of education as a whole.
