POLYLINGUAL KAZAKHSTAN

three languages: Kazakh - government, Russian is as the language of international communication and
English is for successful integration into the global economy."
One of the most important aspects of taking
place in the Kazakh society of economic and social modernization advocates
policy language. The leader of the nation's attention to this component of
public policy is obvious and deserves the most careful study and analysis , as
it is in our country implemented a unique project initiated by the head of
state - the trinity of languages. In today's world of multilingual and multicultural
than ever urgent problem of contingency language , the search for effective and
sustainable programs in the field of languages consolidation
companies. In this regard, the importance and relevance of multilingual
education, which is the result of the introduction of the idea of the President
of the trinity of languages is not in doubt.
In his speeches
and appeals of President Nursultan Nazarbayev has repeatedly talked about the
importance and significance of polylingual for multinational Kazakhstan society
. The idea of the trinity of languages in
Kazakhstan for the first time the President announced back in 2004 , later
returning to it repeatedly . In October 2006, the XII Session of the Assembly
of People of Kazakhstan President reiterated that the knowledge of at least
three languages is important for the future of our children. And
already in 2007 in his address to the people of Kazakhstan "New Kazakhstan
in a New World," the Head of State proposed to begin a phased
implementation of the cultural project "Trinity of languages" . From
that moment it began a new language policy of independent Kazakhstan, which
today can be an example for other countries in the degree of popularity in the
community and the level of their performance. Harmoniously entered in a process
of spiritual development of the people, the language policy is inseparable from
the general policy of large-scale social modernization. The President believes
that the success of the modernization is very important that every citizen was
useful to his homeland. Modernization is necessary for all citizens of
Kazakhstan . Only with this understanding can be achieved by a broad social
consensus and success [1].
" Kazakhstan

integration into the global economy " [2]. For Kazakhstan idea trinity of
languages is particularly important because the head of state was
formulated in response to the call of time , as a solution to the vital needs
of society, actively integrating into the global world . Kazakhstan's
integration into the world community now depends on the awareness and
implementation of a simple truth : the world is open to anyone who can master
new knowledge through the mastery of dominant languages . Thanks
to the initiative of the President of our country began implementing the
concept polylingual in education, because that's what polylingual will strengthen the competitiveness of
Kazakhstan.
Modern language
situation in Kazakhstan suggests a trinity of languages as a significant factor in strengthening
social cohesion . The diversity of cultures and languages , and
their equal co-existence are the absolute property of our country, as well as
language policy pursued ensures that the linguistic rights of all ethnic groups
, and provides a free choice of language for communication, education, implementation
of creative needs. Positivity of three languages for the Kazakh
community possible if a single political , ideological, cultural platform. And
this platform has already been set by the President to explain the essence of
the " Trinity of languages" - the study of the Kazakh as the state
language , Russian - as the language of international communication and English
- as the language of successful integration into the global economy . Creating
a level playing field for the study identified three languages does
not mean equal to their area of operation , equal to the
functional load and, finally, their equal status. The emphasis is on teaching
the cultural component of this project , which can fully be described as
multilingual education . However, the activation of the controversy surrounding
the language situation in Kazakhstan in the past few years is related to
polylingual, suggesting that the new faces of language education .
In these
circumstances, the problem is updated formation and development of multilingual
education. To solve the problem of effective implementation of the President
polylingual in education should be brought into a single system fragmented
accumulated practice of multilingual education in selected universities and
schools of the Republic of Kazakhstan and to ensure continuity of educational
programs. This would , in turn , develop a set of scientific guidelines for the
implementation of the principle of continuity of multilingual education in the
" school -university" , the socio- economic effect of which is
determined by that will create real conditions for the solution of the
objectives of the State Program for Development of Education for 2011-2020
"... the teaching staff with multilingual education in the universities of
the country, " In order to create innovative models of multilingual
education the number of schools offering education in three languages
, will increase from 33 to 700 , including the number of schools
network " Nazarbayev Intellectual Schools " will expand from 6 to 20. These
schools will be the base platform for testing models of multilingual education,
innovation in education [3] increasing
demand of the state language "," increase the prestige of the state
language , "" preservation of linguistic diversity in Kazakhstan ,
"" preservation of the Russian language in communicative language
space ", " the study of English and other foreign languages
" [1] due to: the system of scientific and methodological
support for the continuous activity of multilingual education , the formation
of polylingual educational environment , infrastructure expansion of
multilingual education, the development of intercultural communicative paradigm
of modern language education , the development of intellectual potential of the
country on the basis of initiation of its citizens to the values
of language and culture.
Ministry of
Education and Science made concrete steps to implement
multilingual education in higher education , in particular, the amount of loans extended to the study of languages in the state
standards in " Education ", which will allow students to third year
students in the amount of 2 credits study course " Professional Kazakh /
Russian "and" professionally oriented foreign language . " The
basic institutions of higher education of the Republic to introduce poly -
lingual education , including Karaganda State University named after
academician E.A. Buketov , has accumulated some experience in teacher training
in the field of polylingual , carried out a comprehensive work on the formation
of educational materials in English , established academic framework for
effective learning Kazakh , Russian and English, a language teacher training
started . Developed by teams of educational-methodical complexes on special
subjects in English, published under the imprint of the Ministry of Education and Science of the trilingual terminological
dictionaries, published tutorials , workshops , has successfully implemented
the Republican budget program "Improving the training and retraining of
staff of public institutions of education." Together with the Republican
Scientific and Practical Centre of the Ministry of Education and Science
"Daryn" training seminars, national competitions in the English
language, developed educational-methodical complexes in English for special
schools with instruction in three languages.
With the direct
participation of basic schools to implement polylingual the Ministry of Education and Science of the
Republic of Kazakhstan in 2012 , a Concept of Development of multilingual education in which an analysis of the
conditions and opportunities of the modern education system for the realization
of the idea trinity of languages and identified priority areas
for the development of multilingual education. This requires, first of all, the review of the content of modern
language education in general , which will require to develop a package of
documents defining the strategy and tactics of learning languages
in the education system of the Republic of Kazakhstan . In
addition, the need to design new content language education , conceptually
sound , software designed , the implementation of which should be governed by
standard requirements , evidence-based guidelines and recommendations . One of
the important factors in the development polylingual are ethno- linguistics
research in the field in which to be developed evidence-based guidelines and
regulations for educational practice on a rational combination of spheres of
influence , functioning and development of languages. The current stage of development of multilingual
education in Kazakhstan is in need of specific organizational forms of its
implementation, which may make the Republican Coordinating and Research Centre
for multilingual education , centers of development of multilingual education
in universities and provincial departments of education , training seminars to
introduce tiered model of teaching Kazakh , Russian , English , mechanisms of
pedagogical monitoring of multilingual education.
Cultural project
"Trinity of languages", proposed by the President of
the Republic of Kazakhstan Nursultan Nazarbayev , in full can be considered a
long-term strategy of development of Kazakhstan. This project is largely
conditioned by the formation of a new generation of Kazakhstan , owning several languages, with positive growth
opportunities of its intrinsic forces and the formation of competitiveness both
in the professional field as well as in personal self-realization .
