The concept
of organizational support monitoring functions in a functional development of control
systems territorial scope of agri-production systems
To
date, special literature and relevant guidance and instructional and teaching
materials on organizational support in a functionally advanced systems
management of territorial production systems, agri-economic monitoring of the
scope of functions have not been given sufficient attention. This situation is
a consequence of the current lack of regulation on the organization of the
national economic monitoring at various levels of management of the national
economic system, as well as gaps in the theoretical and methodological problems
of the development of organizational support of functionally advanced systems
management of territorial production systems, agro-food sector in general, and
more.
Performing
in a functionally advanced systems management of territorial production
systems, agri-economic monitoring of the scope of functions, as well as any
other control functions, it is impossible without a system of interrelated
measures for its organization. The essence of organizational support in terms
of functional development of control systems territorial scope of agri-food
production systems monitoring function can be best understood and disclosed if
as its methodological basis of the basic theoretical principles of
human-machine systems and organizational systems. Under the man-machine control
system it is commonly understood as a system in which the control signals are
generated in the process of interaction between man and computer. The most important
and controversial issue that arises in the design of human-machine systems is
what functions are performed by the system of the number of the person you can
trust, and what - the car. It is a question of the relationship between human
and machine elements in management, the priority of each of them and their
impact on the achievement of the control system of general and intermediate
objectives.
Available
in our country and abroad advanced experience shows that in the field of modern
functional development of information processing, including for economic
monitoring capabilities of computer technology is in principle unlimited. Much
more complex and urgent issue of the distribution of functions between man and
machine control in decision-making. Electronic digital machines are able to
perceive only formalized processes and the current level of science and
technology does not allow us to formalize all the processes of decision-making
control.
The
second important aspect of organizational support of economic monitoring in
terms of functional development of control systems territorial scope of
agri-food production systems stems from the fact that the latter are
simultaneously not only the man-machine, and organizational systems. A
characteristic feature is the presence of organizational systems of relations,
manifested in the interaction between people in the process of achieving this
goal. The subjects and objects of management in organizational systems are the
people who are active and which are peculiar to the information and logical
interaction. Indispensable attribute of any system is the organizational
structure, representing the shape of the distribution function of information
processing and decision-making power between individuals and groups (structural
units). It is important to bear in mind that embodied in the organizational
structures of the relations developing at different levels of management of
modern production, are a reflection of objective laws. The use of these laws is
carried out through the control mechanisms that are based on the use of legal,
economic, psychological and other management techniques, equipped with
scientific methodology. In turn, each of the methods of control is realized
with the help of its inherent assets (for example, legal methods using tools
such as legislation, regulations on structural units, job descriptions, and
much more).
In this
respect, organizational support of economic monitoring in a functionally
advanced systems management of territorial production systems, agro-food
sector, bringing together and are interrelated in a single system of
methodical, information, software and hardware, will be effective only on
condition that there will be reflected the optimal distribution of functions
between the machine digital and humans and the related structural principles of
organizational systems. And while organizational relations in the function of
the monitoring will be based on a comprehensive and consistent use of legal,
economic, psychological and other methods of influencing people and regulate
their behavior. Obviously, the exaggeration of the role and use of any one of
methods in isolation can not lead to a significant success. The foregoing
provides a basis to formulate the concept of organizational support functions
of economic monitoring in the functional development of systems of management
of territorial production systems, agro-food sector, which is a set of
structural elements (structural units and individual performers), methods and
means of their interaction with the technical complex and interconnected needed
for the design and functioning of the tasks of economic monitoring and much
more.
