USE OF METHODS IN PUBLIC ADMINISTRATION OF FIRE SAFETY IN UKRAINE: SELECTION PRINCIPLES

 

Effective implementation of public administration of fire safety in Ukraine depends, inter alia, on the methods the use of which allows governmental bodies to implement regulatory, organizing and coordinating effects on all components of the fire safety sphere through the development, adoption and implementation of management decisions [1]. The basis for determining the set of methods in public administration of fire safety constitutes the principles according to which such selection is possible and objective.

Availability of a generated set of public administration methods is the basis for further selection and use of them in solving the tasks (problems) at the appropriate stages of the management process within the fire safety sphere. Thus the need for the most efficient solution requires the selection and specification of methodological tools which fit the best to solve a particular problem or task.

In view of the abovementioned there is the need to substantiate the principles the use of which will provide the conditions for the formation of the required set of methods in public administration of the fire safety sphere.

One of the basic principles for selecting methods for public administration of the fire safety sphere is the principle of the "need for a method" the essence of which is that methods should be selected on the basis of those tasks that require the approval of the administrative decision and not just based on the capabilities of managers (government officials).

However, selection of methods requires that there was completeness
of them for the problems to solve. Due to the principle of "external addition" [2] it should be noted that completeness is relative and depends on the results of various studies, the duration of practical experience and effective use of management techniques as well as scientific and technological progress.

Another principle is the principle of "practical applicability of the method". It requires that the methods used to form management decisions in the fire safety sphere were effective subject to the availability of appropriate conditions and possibility of their application may be limited [3-5].

The next principle of methods selection for public administration of the fire safety sphere is the principle of "value of the method application". The cost value of finding a task or problem solution should always be less than the value of the result (output) that appears as a result of the use of a particular method or a set of management methods.

An important principle is the principle of "efficiency of the found solution resulting from application of the method". If resulting from the selection and application of the chosen set of public administration methods the final result provides better solution to the task or problem in the fire safety sphere, this combination of methods can be regarded as satisfying.

Another principle to be necessarily considered when choosing management methods is the principle of "significance of the method". Significance level of a particular method requires an answer to the question which errors are possible when settling the task (solving a problem).

A must to be considered is the principle of "stability of the solution when using the method". Stability of the solution when using a particular method of management is usually characterized by the duration of use of the solution.

Not unimportant principle to be considered when selecting methods for public administration of the fire safety sphere is the principle of "balance of the method with other methods". Its application obliges to use mutually compatible methods of public administration for various stages of the administrative decision.

Thus the proposed set of principles – the principle of the "need for a method", the principle of "practical applicability of the method", the principle of "value of the method application", the principle of "efficiency of the found solution resulting from application of the method", the principle of "significance of the method", the principle of "stability of the solution when using the method", the principle of "balance of the method with other methods" – is to be considered, in our opinion, sufficient to make selection of methods for public administration of the fire safety sphere.
