Current state of the public policy

in the field of teacher education in Ukraine

Public policy in the sphere of education – the most important component of any state policy, a tool to ensure the fundamental rights and freedoms, increase the pace of socio-economic and scientific-technical development and humanization of society, culture growth. Public policy generates based on the consent of the indigenous social development goals and objectives of Education, ensures their enforcement of concerted action by the state and society. Public policy in the sphere of education, reflecting the national interests in education and presenting them to the world community, at the same time takes into account the general trends of world development.

Among the main trends of world development, causing the significant changes in the education system include: accelerating the pace of social development and the transition to a postindustrial, information society, a significant expansion of intercultural interaction, the emergence and growth of the global problems that can be solved only through cooperation within the international community, the democratization of society, political empowerment and social choice, the dynamic development of the economy, increased competition, curtailment of unskilled and low-skilled labor, the profound structural changes in employment, defining a constant need for professional development and retraining of workers, increase their professional mobility.

New challenges civilization systematically lead some countries to a new «educational boom» to a wave of deep reforms of education systems – it happens in the U.S., UK, China, Eastern Europe, Southeast Asia and South America etc. Conducted abroad educational reform focused on current and future needs of society, the efficient use of resources, including education systems themselves.

Ukraine can not remain aloof from these global trends. Patriotic education system is intended to support Ukraine’s place among the leading countries of the world, to its international prestige as a country that has always had a high level of culture, science and education. This prestige must find expression not only in the public recognition, but also in the active export of educational services. Of particular importance in this regard is the development of fruitful cooperation and preservation of the common educational space.

Definition of public policy objectives in the field of education is a major target for Educational policy based on such important principles as: the combination of interests of individuals, society and the state in education, conservation and development of fundamental advances in the field of education, to ensure the integrity of various levels of education, education transformation in a process of continuous personal development throughout their lives based on previous education of man and his professional growth, increasing at all levels of the educational system of the state and the role of society in the management of the education system and in evaluating the performance of educational institutions, conservation education in the leading role of government agencies along with the support of private educational institutions, support community initiatives and public institutions in the field of education [1]. Formation of the regulatory framework in the field of education should be aimed at identifying the legal, organizational, financial foundations of innovative development of the national education system in the context of globalization trends and challenges. Before pressing issue is the development and adoption of the Law of Ukraine «On the postgraduate education», new edition of the Law of Ukraine «On Education», «On Higher Education», «On vocational education» [2].

Regarding teacher education needs substantial modernization of the content and structure of vocational education in accordance with modern requirements. The system of vocational teacher education not sufficiently oriented to both the public and the territorial labor markets, as well as future needs of their development, which sometimes makes it uncompetitive. To implement the requirements of modern social system of teacher education, enhance its social role is needed, on the one hand, the modernization of the system of teacher education, and on the other – changing relations between the state, society and individual to teacher education. Currently, complex and deep modernization of teacher education – should become imperative educational policy of Ukraine, its main strategic direction.

Modernization of teacher education – it is a political and national, public and national problem, it should not and can not be carried out as a departmental project. The purpose of modernization of teacher education is to provide a mechanism for sustainable development of teacher education system, ensure that it meets the challenges of today, the social and economic development needs of the country, needs of individuals, society and the state. To achieve this goal, the first of the following priority, interrelated tasks : providing government guarantees accessibility and equal access to full vocational education to achieve a new quality of modern vocational education, the formation of the system of vocational education effective regulatory, organizational and economic mechanisms for attracting and use of resources, improving social status and professionalism of education, strengthening their state and public support, the development of vocational education as an open public social system based on the distribution of responsibilities between the actors of education policy and the role of all participants in the educational process. Increased professionalism of teachers, training and formation of the teaching corps, corresponds to the needs of modern life – the primary task, a necessary condition for the modernization of teacher education in Ukraine.

Development of teacher education must go to a fruitful dialogue mode all subjects of education policy, a clear allocation and coordination of their powers and responsibilities in this area. Must steadily increase the participation of society in the formulation, adoption and implementation of political, legal and administrative decisions in education. This should be done as an appropriate legal framework and real effective mechanisms for public participation in the development of education.
