ON TRAINING ENGINEERING AND PEDAGOGICAL SPECIALISTS FOR VOCATIONAL TRAINING SCHOOLS

 

Ukrainian state consistently and purposefully implements measures aimed at overall development and reform in all sectors of the economy, social, cultural and educational spheres. In modern global paradigm education development and improvement is an establishing trend of the key government efforts. Indeed, the level of education is an important indicator of the state development as an economic, scientific, technical and socio-cultural potential, defines the role, place and authority of the country in the international community. Education as a social phenomenon should provide development, self-realization and social protection of an individual in the new social and economic conditions, to meet its educational, professional, spiritual and cultural needs. However, each education level, which forms the corresponding industrial or social resources of the country, has to meet the comprehensive requirements of "customers" for qualified professionals.

The task of engineering and pedagogical education as a structural component of pedagogical education is training, retraining and advanced training of engineering and pedagogical specialists of all educational levels and above all for educational institutions of vocational education; the status and prospects of its development is directly dependent on the professional and pedagogical competence of teaching staff, their creativity, ability to solve practical problems of training and education of the younger generation. The problem of providing the technical and vocational education (TVE) system with highly qualified engineering and pedagogical specialists has crucial social and national significance and its solution should help to improve significantly the quality of skilled labor for all sectors of the national economy.

In Ukraine a four-level system of engineering and pedagogical education is being operated for more than 16 years already which is represented by a small network of higher engineering and educational establishments of I-IV accreditation levels with limited capacity on the number and quality of staff training. Every year this situation sharpens the contradiction between "customers" of engineering and pedagogical specialists – regional systems of skilled workforce training – and opportunities of engineering and pedagogical training institutions that train teaching staff of a variety of educational qualification levels. The urgent need of the skilled workers training system for the new generation of competent engineering and pedagogical specialists, background of the conceptual framework for pedagogical training and the National Doctrine of Education Development as well as laws of Ukraine "On Education", "On Vocational Education", "On Higher Education", education globalization and other challenges of the XXI century encourage scholars, teaching staffs of engineering and pedagogical educational institutions to fruitful cooperation, intensify the search for and development of innovative educational models, application of modern educational technologies. However, modern integrated theory of continuous multi-level engineering and pedagogical education is still not matured. Methods, conditions and ways of practical implementation of urgent tasks to maximize the needs and requirements of the skilled workers training system by competent engineers and educators are not developed. Some issues and ways to implement them in the education system (including engineering and pedagogical) are reflected in research works of the national scientists: A.M. Aleksyuk, S.F. Artyukh, S.U. Goncharenko, R.S. Gurevich, I.A. Zyazyuna, O.E. Kovalenko, A.O. Lihotskyi, N.G. Nychkalo, V.V. Oliynyk, O.I. Shcherbak and also foreign scientists: Russian – Y.K. Babanskii, S.J. Batyshev, V.S. Bezrukova, A.P. Belyaeva, E.F. Zeyer, N.V. Kuzmina; Belarussian – B.A. Belkevich, M.A. Tsyrelchuk, A.L. Shklia; Polish – S. Kviatkovskyi, E. Neroba, F. Shlosek etc.

Scientific, historical and social analysis proves that the formation, dynamics of development and vocational training activity on reproduction of skilled workers are closely associated with the development of all sectors of the economy, technology development and at the same time have integrated nature of interaction. The level and depth of skilled workers training are provided by competent engineering and pedagogical specialists. At all stages of the TVE activity in Ukraine there has always existed an urgent need for teachers of professionally-oriented disciplines and masters of industrial training which is primarily due to the chronic shortage of academic personnel and state funds for the development of engineering and pedagogical education, a decent standard of social and material security of teachers. Development of a network of vocational schools, the increase of students quota in response to the increase in production led to an increase in demand for skilled engineering and pedagogical staff with high-quality professional and pedagogical training, encouraged improvements of engineering and pedagogical education.
