Abstract. The article offers the author's model of preventive and correctional-educational and rehabilitation work with deviations teenagers – educational-research-innovation complexes «Institute of the teenager», and characteristics of the relevant model.

Аннотация. В статье предлагается авторская модель профилактической и коррекционно-воспитательной и реабилитационной работы с отклонениями подростков - учебно-научно-инновационный комплекс (УНИК) «Институт подростка» и характеристики соответствующей модели.

The improvement of the situation of children in the society, creation of favorable conditions for their activity, education, development and social protection - a key objective of national development, the obligatory condition for progress of a democratic society. At the same time, the real situation of children is determined by specific features of the country, the level of its economic development, a number of other objective and subjective factors. These factors determine the occurrence of  identity crisis, manifested in various types, kinds and forms of deviant behavior. And even though deep crisis is an asset not all, of those or other problems related to the search for identity, rising almost too each person. Particularly vulnerable in this respect, young people who have a burning sense of «self» which is the juxtaposition of two crises: associated with psycho-hormonal the restructuring of the body (puberty) and the identity crisis. Objectively crisis of identity can be defined as the inconsistency of the existing at the moment the structure of the identity of the changed context of its existence. Subjectively, as a crisis can be experienced as a state of search of new opportunities and solutions of the problem (constructive crisis) or as state of unbelief in themselves and their future, to other people, depression (destructive crisis), and as a consequence, the demonstration of the value attitude to the acquired or learned social norms, ideals, values, roles and moral qualities [1; 2; 3].

In modern Russia, in conditions of a socio-economic and spiritual crisis, problems of childhood have reached the ultimate level. Growing negative trends in demographic processes, the state of health of children; inflation, liberalization of prices dramatically worsened the situation of children, significantly impact on their power, the conditions of life, way of life, etc. Increasing juvenile delinquency, child neglect and vagrancy. A wave of child's homelessness blocked in 3-4 times the period of 1918-1920-ies of the XX century.

In such a situation is an urgent task is the development of a special system-the complex program of social-medical -psychological and pedagogical measures, directed on minimization and overcoming of negative tendencies, departmental segregation in the work on prevention of child neglect and social orphanhood and deviations of children and adolescents, protection of their rights. It is such a program «Teenager modern Russia» developed by the author of this article, and may be offered for implementation in any Russian city. Its main goal is creation of optimum conditions for the preparation of juveniles in difficult life situations, their preparation for independent life in the modern society, their painless adaptation to the social environment. The Foundation of the program «Teenager modern Russia» is a universal multivariate model of preventive and correctional-educational and rehabilitation work with deviations teenagers - educational-scientific-innovational complex (ЕSIC) «Institute  of  teenager» [1; 2; 3; 4]. All the activities of  ESIC «Institute of teenager» is mainly aimed at the destruction of certain facilities, the views, values, motives, and patterns of behavior and creation of new ones with a view to achieving self-realization of personality in the society. Through prevention, correctional-educational and rehabilitation work is permitted for both sides of the conflict: «personality - society», «personality - social conditions», «personality - group», «person - person», «person - of the self».

Considering the social and psychological development of the teenager as a continuous process selfproecshen personality, we recognize there are three main stages of psychological adjustment personality: self-determination, self-expression and self-realization. For this we use our socio-psychological technology of constructive behavior change. The technology involves the conversion of motivation, intellectual, affective and, ultimately, behavioral personality's structures, as a result of which the external determination of life changes to the internal. This technology involves the allocation of the four stages of change behavior deviant teenager: training, awareness, revaluation, action (act). This combines the main processes of behavior change: motivational (1st stage), cognitive (2nd stage), and affective (3rd stage), and behavioral (4th stage).

Thus, developed by the author of the integrated program «Teenager modern Russia», a new paradigm of preventive, correctional-educational and rehabilitation work with deviation teenagers and technology of constructive behavior change allow to solve questions related to diagnosis, prognosis, correction and development of personality, as well as to build innovative programs and projects aimed at the resolution of the problems of adaptation and disadaptation, socialization and re-socialization and education, on the one hand, and the development of author's programs and the technology of preparation of specialists of social sphere (psychologists, social pedagogues, etc.), on the other [4,155-172].
