Actuality of educational space informatization under the conditions of the federal law ¹273 «On education in the Russian federation» functioning

The late twentieth and early twenty-first centuries will enter the history as the time of mankind joining the era of the information society, the level of which is crucially determined by the amount and quality of information stored and used, its freedom and accessibility [1]. During informatization of society special attention is paid to a range of measures to ensure full use of reliable, timely and comprehensive knowledge in all kinds of activities. Particularly actual these processes are becoming for professional education in the implementation module- competence approach and the transition to new federal state educational standards.

At present educational institutions can independently form the structure and content of professional education programs, choose teaching and information technologies for their implementation, develop methodological and evaluative materials. The main condition for the realization of these freedoms is the fulfillment of the requirements of the Federal State Educational Standards (FSES) and accounting requirements of all interested persons in the results of professional education. To ensure effective implementation of these academic freedoms educational institutions have needed additional information support for all phases of the educational process, both within the same educational institution, and at the level of inter-regional cooperation. That’s why the generalization of experience of educational institutions has been required on the organization of educational process in the implementation of professional educational programs, as there a need to integrate information and methodological resources of educational institutions has appeared to improve the efficiency of the educational process for the implementation of FSES requirements. According to some professions and specialities the FSES have expanded the field of professional activity of a worker, which in turn, has required staffing (modernization) of the material and technical base by modern equipment, allowing mastering all professional competences as defined in the requirements for the results of mastering the profession (specialty).

At the present stage of society’s development under the conditions of the Federal Law "On Education in the Russian Federation" functioning, it is necessary to conduct further activities on informatization of educational space, in particular, including key aspects of educational institution: informatization of the educational programs’ formation; application of informational technologies in the implementation of the FSES; providing Internet access of students and teachers; creation of educational informational resources; creation of regulatory assets; application of informational resources for the preparation of teaching and learning materials; development and maintenance of an informational resource of educational institution (website , email , forum); creation of funds assessment tools with the use of informational technologies, training personnel in the use of ICT; supply of material and technical equipment of educational process, etc.

In modern society, the mastery of informational technologies is a prerequisite for the implementation of educational process. For some specialities and professions the use of e-learning allows one to master the necessary professional competence, such as ones for professional development module of buildings and structures’ design necessary to mastering the techniques of work by specialized computer programs (speciality of secondary professional education "Construction and operation of buildings and structures").

The application of information resources in the implementation of educational programs of professional modules and disciplines requires specification of the programs’ content in terms of implemented laboratory and practical works’ nomenclature, and also leads to the need of introduce of new informational technologies in their implementation, re-equipment of the educational process. Educational environment includes a set of new educational technologies, modern base of material and technical equipment and methodological support, accompanying the introduction of the FSES to ensure that the quality of professional education corresponds to the requirements of the labour market and educational services.

The problem of programs’ content formation is that the educational institutions require a balance between the demands of regional employers, certain industry as a whole and individuals. One of the ways to create programs that meet the needs of all stakeholders is the way of interregional cooperation and socio- professional examination of programs’ content, which provides a unite informational space for all partners of the network, which will ensure the diversification of implemented educational trajectories.

Thee competency approach realization requires the necessity of all stages of the educational process in professional education informatization, which is focused on ensuring that the needs of all participants in educational process are personally significant or belong to the so-called official information capable quickly and carefully to make management decisions that improve the quality of education. [2] This is achieved through the integration of all systems and subsystems into an integrated system management and monitoring of the education system [3, p. 39-45].

For network informatization of educational space the following functions can be realized: providing information about the existing market of training equipment necessary for the implementation of the FSES for specific branches of industry, as well as the use of its technology, training for its maintenance;

-          creation of informational space of nomenclature implemented in the network of branch educational institutional programs , features of the structure and content of variant parts of legal documents of certain economy sectors; ranking of educational institutions and individual programs, etc.

-          access to information about the structure of teaching complexes in accordance with the requirements of the FSES and industry employers, on the order of their testing, results of public and professional expertise;

-          business internship base sites on the leading enterprises of the industry for engineering and teaching staff of educational institutions for the operation of modern equipment;

-          conduction of training seminars on inter broadcasting experience in the development of educational institutions, educational documents, introduction of innovative educational technologies , validating best practices, etc.;

-          public access to information on monitoring the requirements of industry employers to workers of different skill levels;

-          establishment of an inter-regional system of independent evaluation of the training results’ quality, including certification of graduates, etc.

Thus, the creation of web-based information space on the basis of an educational institution allows to inform the participants of this process in various profession-oriented issues and creates the preconditions for the effective use of various resources, in particular, informational, staff, methodological, financial, etc. In this regard it should be noted that in the paragraph 18 of the Federal Law "On Education in the Russian Federation" it is represented "... in organizations performing educational activities in order to ensure the implementation of educational programs" to form libraries (library fund), including digital (electronic) libraries that provide access to professional databases, reference information and search engines, as well as other informational resources. At the same time the Federal Law ¹ 273 foresees the included free use of library and information resources, educational, industrial, scientific basis of educational institutions (Art. 34) and others (art. 47).

The modern world and relevance of education informatization development is determined by the modernization of the Russian education content, one of which purposes is to create meaningful, organizational and integrated systems with using e-learning resources.
