Upgrading of Agriculture Material Support

The Law of Ukraine "On the Fundamentals of the State Agrarian Policy for the Period till 2015" (2005) and the State Task Program of Ukrainian village development for the period till 2015 establish the main priorities of the state agrarian pol­icy in investment and innovation support to the agrarian sec­tor development including: creation of conditions for technical re-equipment of agri­cultural machine-building plants to produce machinery for introducing modern, highly efficient and energy-saving tech­nologies; re-equipment of material and technical basis of agricul­tural enterprises by improving long-term loans, partial reim­bursement for the cost of complicated agricultural machinery from the State Budget of Ukraine, financial leasing, support to the logistics infrastructure development; promotion of energy-saving, safe and environmentally friendly production technologies of agricultural products and food; State support to breeding, plant and animal protection, maintenance of intraeconomic land reclamation systems.

National machine-building enterprises improve performance data of machinery and equipment by increasing the costs for their upgrading, thus allowing production of high quality agricultural equipment at the prices below foreign analogues. For instance, the OJSC "Kharkiv Tractor Plant" developed a universal agricultural tractor HTZ-18041 and a power tool to mount various adapters for crop harvesting. With high performance data of this machine, its cost is almost 2.5 times less than that of a foreign analogue. The enterprise upgrades HTZ-170 tractor to increase its capacity to 210-240 hp. They also manufactured a highly efficient and competitive tractor HTZ-22021, a harvester complex KZS-100, milking machines.

The "Red Star" enterprise spent over 200 mln. UAH for upgrading; the OJSC "Hydrosyla" - nearly 150 million UAH.

Ukraine has established production of modern harvesters "DON-LAN ACROS" and "DON-LAN VECTOR". These harvesters are created through cooperation of joint Ukrainian-Russian production enterprise "Don-Lan" together with "Rostselmash" Company (Russia). Major performance characteristics of these harvesters: they are equipped with threshing machine of smaller width, have 7.0-7.5 kg/s capacity, a 540-liter fuel tank allowing continuous work for 14-16 hours, minimizing fuel consumption, cabs with improved convenience.

Foreign-made agricultural machinery, having advantageous performance indices and longer service life and wear, enjoy demand in the domestic market. Germany and Poland are the major suppliers of grain harvesters to Ukrainian market (nearly 75 per cent of the total market). In 2011, Ukraine imported over 2,700 grain harvesters for the amount about $330 mln. USD. In value terms, the leading brands were "Claas" (25.3% of the total harvester imports to Ukraine), "John Deere" (17.4%) and "Palace" (15.1%).

The market of imported tractors has no less impressive indices. As a result of marketing in 2011, Ukraine imported about 10,000 tractors with capacity over 80 hp totaling approximately $330 mln. USD. In value terms, the leading tractor brands are "MTP" (47.2% of total tractor imports to Ukraine), "John Deere" (19.0%), "Case" (11.3 %) and "New Holland" (6.5%).

Aimed at accelerated upgrading of machinery and tractor stock of agricultural commodity producers, the state finances the programs to acquire the national agricultural machinery and equipment upon financial leasing terms and partially reimburses for the value of sophisticated agricultural machinery produced domestically. The national joint stock company "UKRAGROLEASING" supplies the machinery on financial leasing terms and conditions. Since 1998 when financial leasing was introduced in Ukraine till 2011 the Company acquired agricultural machines and equipment forthe amount of 2 billion 80 million UAH and transferred them to agroindustrial enterprises upon financial leasing terms.
