²ÍÔÎÐÌÀÖ²ß Â ÓÊÐÀ¯ÍÑÜÊÎÌÓ ÑÓÑϲËÜÑÒ²

 

In 2011 over 200 participants gathered at the Kyiv venue, including of Ukrainian government, IT companies, and domestic and international online community, with experts from France, Germany, Denmark, Romania, Switzerland, Russia, Italy, Bulgaria, Poland, and the US being present. In addition, the forum was attended by the special guests: President of the European Media Platform international NGO Hanne Severinsen and Director-General for Human Rights, Information Society Legal Aspects, Media and Data Protection at the Council of Europe Alessandra Perucci. The forum aimed to discuss major issues of the information society development in Ukraine and to consolidate the efforts of government agencies, entrepreneurs and the Internet community to implement new information technologies. Given the fairly representative attendance of government officials at this year’s debate on the Internet governance, there is hope that the necessary constructive dialogue did take place there [1].

The all-Ukrainian foundation “Information Society of Ukraine”, a non-government, non-profit organization aims to foster cooperation and collaboration among all societal segments to create a favorable environment in the fields of information education, technology and public services.

The foundation implements research projects in the fields of economics, social policy and law. Other activities include: 1) financial, information, and organizational support to businesses and individuals, 2) open debate of issues and policies related to state regulation of information in Ukraine, 3) international cooperation to develop the Information Society, 4) science and education development, 5) integration of information technologies into the national educational system [2].

It is very important, that in order to ensure access to information and improving the legal framework for conducting of journalistic activities on 13 January 2011 the new edition of the Law of Ukraine "On Information" was adopted (No. 2938) and the Law of Ukraine "On Access to Public Information" (No. 2939).  On 12 December 2012 the governmental draft law on bringing laws of Ukraine in compliance with these laws was referred to the Parliament.

On 12 December 2012 the draft Law “On Public TV and Radio Broadcasting of Ukraine” was referred to the Parliament for approval (reg. ¹1076). The Draft Law envisages the creation of the legal entity of public law “National Public TV and Radio Company of Ukraine”. From 2011 an Interagency Working Group for analysis of state of adherence to legislation on freedom of expression and the protection of journalists is in operation (regulation of the President of Ukraine of 06.07.11 No. 226). During 2012 eight public meetings were held, as results of them 46 decisions were taken. Moreover, in the frames of the Working Group the interagency committee on the dynamic response on conflicts involving the media was created [3, 11–12].

At last, the Ukrainian Chapter of the Society for Information Display, which was founded in 1995, remains today, as at its inception, the professional society and forum committed exclusively to the presentation, exchange, and preservation the ideas and technologies encompassed in the vast arena of information display. Through its involvement in conferences, seminars, symposia, awards presentation and publication, Ukrainian SID Chapter now provides itself on over 1000 members in Ukraine who embrace the full spectrum of scientific and engineering concerns in this highly interdisciplinary field. It places SID Ukraine Chapter on the leading edge of the display movement and establishes it as one of the most prestigious technical Societies of its kind in the Ukraine [4].

In conclusion, we would like to describe The Ukrainian Internet Association (UIA), that was founded in November 2000 with the aim of consolidating the efforts of all interested parties in developing the Internet in Ukraine. The daily work of UIA consists of the practical realization of projects, facilitating the development of the Ukrainian segment of the global Internet network. The UIA devotes special attention to the protection of legal interests of its members, providing them with consulting and legal support as well as providing a dialogue with the authorized state bodies. The UIA, in close connection with committees of the Supreme Rada and other Ukrainian and international public organizations constantly carries out expect work on analysis, development, and updating of the legislative and normative base of Ukraine. The UIA actively participates in the work of the Public Supervisory Council on issues of administration of the .UA domain [5].
