Certification of services in tourist industry
Tourism and
hotel industry plays an important role in an economy of every country. Its stake in the world national income - 3,
8%, 7% of general investments, almost 11% of world consumer charges, 5% of all
tax receipts, more than 8% of world commodity exports, almost the third of
world service trade.
This industry is developing very actively at present it needs
standardization (table 1) and certification of commodities, activities,
services.
The state system of standardization in the field of tourist activity is
directed of:

defence of interests of users and connected with
the safety of tourism, life and health
of citizens, protection of environment;
-
classification of tourist resources of Ukraine, providing their protection, establishment maximum of
the possible use of on the objects of
cultural heritage and environment;
-
improvement of activities , commodities of services to meet consumer needs;
-
providing safety of places of
interest, taking into account the risk
catastrophes and other dangerous natural situations and tehnodisasters ;
-
interchangeability and compatibility of commodities, activities and
services, and their standardization;
-
creation of normative base of functioning of the systems of
standardization and certification of commodities, activities, services;
Certification of commodities, activities and services
in tourist industry is carried out with the following purpose:
1) prevention of providing commodities, activities, services, dangerous
for the life, health of people, property and environment;
2) assistance to the users in the conscious choice of commodities,
activities, services ;
3) providing obligatory norms,
rules, requirements in relation of protection of natural environment, use of
natural resources and provision of ecological safety;

4) harmonization of standards of norms and rules
with international standards,
recommendations, norms, rules, connected with the requirements to
the places of interest and tourist
services, co-operation of touroperators, use of limited tourist resources, quality and types of tourist
services;
List of tourist services, that are subject to
obligatory certification connected with the safety of life and health of
people, security of their property and defence of environment, order of
conducting of certification of services in the field of tourist activity are
determined by the Cabinet of Ministers of Ukraine according to the law. The
confirmation of accordance of tourist services is carried out in accordance
with established procedure.
Lately voluntarily certification of tourist
enterprises is getting more popular. Principles of voluntarily certification of
touragency already has been used in many developed countries of EU. It requires
minimum obligatory certification, directed at providing the safety of tourists.
Voluntarily (nonstate) certification is conducted by public organizations. It
aims to improve the quality of services.
The Association of the leaders of tourist
business of Ukraine began the introduction of the program of voluntarily
certification of tourist agencies. Agencies which will be certificated will get
a special sign – «Sign of quality of the Association of leaders of tourist
business of Ukraine» and will be
registed by the Association of leaders of its business of Ukraine, as
the ones, that provide high-quality tourist services .
Voluntarily certification is a substantial
factor of improving of the tourist market in Ukraine.
