Cycle of
agricultural purposes land resources management
Land
resources are used to achieve a wide range of purposes and it is necessary to plan and
regulate all types of use in an integrated manner. An integrated approach
should be applied at two levels, considering, on the one hand, environmental
and socio-economic factors, including the impact of various economic and social
factors on the environment and on the other - all components of the environment
such as air, water, land, geological and natural resources.
Developing a
model of this process, i.e., cycle or consecutive realization of methods and ways of
formation and development of each particular land use has important value while shaping agricultural land. In control theory
the closed chain of "decision making- the providing
implementation - monitoring the progress of - feedback to adjust the solution
or the implementation process" is called a cycle management, and its links
form a cycle stages. However, there are more stages of the management cycle than functions because some features
for its implementation require more than one step [1].
Cycle of
control is
more
detailed than a simple list of management functions and more practical: it is
easier to use in actual practice of management and governance. In our proximate
cycle of management regarding agricultural land the environment determines the
totality of aspects of the process management that are not directly included in
it, but the change of characteristics which may affect the results. For this
kind of aspects can be attributed:

requirements to
the administrative activity and its results, including criteria for evaluating
the performance;

existing rules
(legal, ethical, environmental, etc.) and principles of activity;
-
conditions, which
can be divided into institutional (regulatory law, including the form and
implementation of land rights), resources (human, material and technical or
financial) and organizational, including informational component.
The closed
chain "motivation - the goal - realization - the result - evaluation of
effectiveness - adjustment" directly forms the structure of management
cycle of
agricultural
land,
in which:

the need is
caused by necessity for sustainable development of natural economic land system
that is specified in the grounds, due to the need to ensure efficient use and
optimize the structure of land resources, creating an enabling institutional
and economic conditions for the economic entities of different forms of
ownership, ensuring the protection and restoration of soil cover and
sustainable socio-economic development of rural areas;
-
objective
including the conditions, requirements, standards and guidelines specifies
management tasks in terms of performance (criteria) of the desired
environmental and economic result of administrative activity;
-
realization involves
performing a coherent set of specific actions and technologies, which defines
the conditions, forms, methods and means of achieving the management objectives;
-
this result
characterizes achieved in the management process level of solving environmental
and economic tasks in relation to a specific area and time period;
-
efficiency score
shows the degree of achievement of the desired result of environmental and
economic characteristics;
-
adjustment is
intended to clarify and, if necessary, make changes to the organizational and
economic conditions for the functioning of business entities, the resource
support in the protection and reproduction of soil cover and sustainable
socio-economic development of rural areas.
Notable among
structural components of management cycle takes self-regulation, which defines
the conditions and possibilities. Equally important conditions to ensure the
effectiveness of administrative activity are the form and implementation of
land rights. Land ownership is a basis for the other relations that arise in the process
of expanded agriculture reproduction, including a system of redistribution of
ownership rights to the means and results of production and distribution. In
terms of land management, property relations are quite complex and
controversial as it characterizes the external conditions
– restrictions on the possession, use and disposal of land. Therefore, the
activities of the development of land relations in the agricultural sector,
which is a set of procedures and tools for management decision making and considered as an
ecological-economic mechanism of the land resources management should take into
account and take advantage of existing forms and realization of land property
rights.
