System requirements in the real world design and implementation of the system of strategic control of the regional structure and territorial organization of the agro-food sector economic monitoring

The most important requirement in the design process to the block of the challenges of economic monitoring is to ensure precise consistency in all its structural parts, as well as methodological unity with the system of the strategic management of the regional structure and territorial organization of the agro-food sector in general and the upper level control system (United System Strategic control of the regional structure and territorial organization of the agro-food sector). This requirement is only possible in a methodical, information, software, technical and organizational interoperability parts monitoring, as well as its compatibility on these grounds with the system of strategic control of the regional structure and territorial organization of the agri-food sector and united system of the strategic management of the regional structure and territorial organization of agri-food sphere.

Methodical compatibility is achieved through a clear understanding of the analytical parameters and algorithms of their calculation, the use of common methods for solving the same economic-analytical tasks at various levels of management.

Information compatibility requires unity and the nomenclature codes of analytical information; unity of form analytical information, suitable for various levels of government; the ability to use the output of the unit audio information monitoring tasks as input a part, as well as the ability to use information from other subsystems. When information compatibility volume of output information in any part of the unit monitoring tasks should be sufficient to perform the functions of other parts and at the same time, it should not contain unnecessary information.

The essence of software compatibility is ensured that the pair of programs solving various complexes at various levels, as well as programs to address problems of monitoring software of other subsystems in the strategic adjustment of the regional structure and territorial organization of the agri-food sector.

Technical interoperability is compatibility of media, the possibility of the various parts of the unit monitoring tasks in one operation, according to the technical means of information processing its scope and methods of processing at each level of management, according to the input capacity, processing and output of information. Technical compatibility is best ensured if the monitoring is based on any one family of machines. Organizational compatible parts unit monitoring tasks achieved by the organization of the personnel in achieving the objectives of monitoring.

Methodological unity bloc monitoring tasks with the system of strategic control of the regional structure and territorial organization of the agro-food sector in general and the upper level control system (unified system of strategic control of the regional structure and territorial organization of the agro-food sector) provided a number of guidance. One of the main objectives is to achieve the unity of the methodological compliance of the monitoring tasks set at the top level “step” control.

Along with the requirement of coherence and unity to the methodological problems in the system of monitoring the strategic management of the regional structure and territorial organization of the agro-food sector presented a series of demands, which include the following: simplicity, reliability, flexibility, ease of use, economy and more. To block monitoring applications to function effectively, it should not be too difficult. Simple configuration with fewer links easier to understand and can work better than complicated. There is a direct link between the simplicity and reliability, which is understood as the ability of systems to keep within the specified time its functional characteristics under the influence of external disturbances. Due to the reliability of the performance of the unit monitoring tasks can vary from zero (complete failure or a temporary stoppage of work) provided in advance to some value. With careful selection of structural components, a clear definition of domestic relationships and boundaries of certain operations, reduce points of possible errors can be achieved quite a high degree of reliability.

The requirement for flexibility arises from the need to adapt the tasks of monitoring unit to changing environmental conditions. To this end, its structure should not be hard to ask, but, on the contrary, the possibility of modification. This requirement is due to the fact that in the real world can always be some variation, which must be handled without disturbing the basic functional characteristics.

Ease of use is one of the most important requirements for any human-machine system, which is a unit of monitoring tasks. Its effectiveness will be low if the operation will come to light in the course of inconvenience to people, processed and used analytical information. Moreover, practical experience gives reason to believe that any problems will be changed block or fail as a result of decommissioning.

Economical – one measure of the effectiveness of established management systems in general. The requirement for the economy to be taken into account when creating the block monitoring tasks. Uneconomical usually occurs because of the undue redundancy design solutions, striving to provide for all eventualities that may arise during the operation of monitoring tasks. The effectiveness of the system of strategic control of the regional structure and territorial organization of the agro-food sector monitoring greatly enhanced if all its elements and levels will be projected on a common methodological basis for a unified scientific methodological guidance.

All of the above system requirements in actual design and implementation of the system of strategic control of the regional structure and territorial organization of the agro-food sector economic monitoring should be specified in relation to its individual components (data, programs, machines, people, etc.), and the ongoing process (input and output information, its processing, interaction with staff and other machinery parts). The design process should be taken into account the evolving nature of the development, deployment and operation. Functional development of economic monitoring is always created in the functioning of the pre-existing traditional system of monitoring and abrupt transition from the old to the new forms of monitoring is possible. Creating a fully functional development of a complete system of monitoring – a long and complicated process associated with conducting experimental tests, overcoming the inevitable psychological barrier of the personnel management.
