The active and communicative aspects of competence-based approach as a basis for the formation of foreign language competence of future professionals

It is obvious that the main aim of vocational education is to train a skilled worker of the appropriate level and profile, competitive in labor market, competent and fluent in the profession and oriented in adjoining areas, ready for continuous professional growth, social and professional mobility.

The problem of development of cadets’ professional competence is caused by the objective necessity of training highly skilled professionals, able to work in the changing economic conditions, taking into account the labor market and the development of international relations.

According to the researches by G. Gorlanova, A. Markova, A. Khutorskoy etс. it is advisable to highlight the concept of "professional competence". Let's see how it is understood by different authors.

Gorlanov G. V., A. K. Markov, A. V.  Hutorskoy see it as a set of interrelated individual characteristics and personal qualities (knowledge, skills, ways of life, abilities) necessary to perform actions in a particular area of activity.

On this basis, the researchers determine the composition of core professional competencies, as some internal, potential, hidden tumors (knowledge, including professional, concepts, programs (algorithms) actions, systems of values and attitudes), which are then detected in a person’s competence as relevant active manifestations.

They provide personal willingness of a person to mobilize effectively internal and external resources to meet the challenges and problems arising in the course of professional activities.

Kozyrev V. A., Radionova N. F, Tryapitsyna A. P. understand the professional competence as a set of the basic and special competencies. According to them, the basic competencies are compulsory for any professional activity and are related to the success of the individual in a rapidly changing world.

Core competencies reflect the specificity of certain professional activities. Special competencies reflect the specifics of a particular subject / non-subject sphere of any professional activity.

Znikina L. S. in her research related to the study of professional communicative competence talks about the professional competence. The scientist determines professional competence as the system, which consists of knowledge, skills, experience that define ways of performing professional activities.

Tarkhanov E. A. considers the professional competence as an integrative characteristics that defines the ability to solve professional problems, which arise in real situations of professional work, using knowledge, professional and life experience, values and inclinations.

Professional competence is determined by education and training of a particular specialist, which include a holistic, conceptual approach to the profession, recognition of the value of labor, optimum processability in the performance of the functions, possession of methods of self-organization and self-development, says Nelyubov S. A.

Thus, the concept of "professional competence" is a complex notion, consisting of a number of competencies, each of which includes a number of sub-competencies.

In our research, we define "professional competence" as a set of basic professional and specialized competencies, possession of which is required to perform the professional activity of a future officer of civil protection service.
