Regarding
improvement organization monitoring function in the regulation of regional
structure and territorial organization of agri areas
Modern
development of Ukraine`s economy is characterized by mild pace of innovation
development, small-scale production and sales, stagnant processes to change
their structure and uncomplicated inter-economic relations. These conditions
increase the efficiency of the regional structure and territorial organization
requires improvement of economic management in all countries without exception
it links.
One way
to improve the management – creating effective functional systems developed
strategic adjustment of regional structure and territorial organization of the
agro-food sector. In recent years, the country has significant industry
experience to further improve management functions, namely, such as planning, accounting
and regulation. However, increasing the efficiency of the generated functional
systems developed strategic adjustment of regional structure and territorial
organization of agri scope needs to ensure full functional circuit path
management and development is not certain, and without exception management
functions.
An
important subsystem in the functional systems developed strategic adjustment of
regional structure and territorial organization of the agro-food sector, which
should pay special attention to developers of systems management and employees
of the industry, serving the economic subsystem and analytical processing. The
task of economic monitoring in comparison with the planned and accounts have a
higher economic efficiency. Thus, studies in the agricultural sector have shown
that the introduction of functionally developed within the regulation of
strategic regional structure and territorial organization of agri priorities
areas The monitoring of the annual economic effect, which is approximately
equal to 1,8 million hryvnias. This fact may explain the fact that in the first
place, monitoring the daily work of the regional structure and territorial

adoption managerial decisions, monitoring serves the basis for decision-making,
their logical basis. From comprehensiveness, quality and timeliness of
monitoring depends on the optimal decisions taken, and the effectiveness of the
control system.
However
in agriculture in functionally advanced systems strategic adjustment of
regional structure and territorial organization of agri sphere monitoring has
not taken appropriate place: most functionally advanced systems strategic
adjustment of regional structure and territorial organization of agri areas the
proportion of locally implemented tasks of economic monitoring is very small,
usually about 3-8 % of the total number of functional problems. This situation
has developed because of several reasons: fairly widespread opinion among some

inefficiency of the local approach to the formation and implementation of
monitoring functions – solving partial economic and analytical tasks that are
scattered in many functional subsystems. Improved monitoring organization is
only possible only if the creation and development of advanced functional

subsystems analytical processing. That consideration the abovementioned
problems and should devote their research economists. The basis of its
development have been laid Materials many years of practical experience and

In
development must consider the nature of monitoring as one of the main functions
of management and define fundamental features of economic and analytical
processing. Based on the methodology of systematic approach to justify the
concept of creation in the advanced functional regulation of strategic regional
structure and territorial organization of agri sphere of independent economic
and functional subsystems analytical processing, bring this subsystem model, to
provide characterization of individual blocks and complex economic and
analytical tasks. In correlation with economic monitoring subsystem functional
elements to consider that it is secure. Among them identify leading –

relation with the development of other types of software management subsystem.
In determining the basic principles of design and implementation of management
subsystems to be a prerequisite for an initial consideration of it as an
organic part of a developed system of functional regulation of strategic

In
scientific research should take into account the modern conditions, which will
equip developers functionally developed strategic adjustment of regional
structure and territorial organization of the agro-food sector and industry
knowledge workers directly necessary for the formation and implementation of
monitoring functions.
Implementation
of these proposals in practice help managers at all levels of regional
structure and territorial organization receiving systemic economic order and
analytical information necessary for a comprehensive and objective assessment
activities to identify periods of “non-interference” in the operating modes,
identify the available internal reserves and provide forecasting process the
fairly long term. All this will greatly enhance the effectiveness of the
