FORMATION
OF AGRARIAN RESEARCH UNIVERSITIES IN THE REPUBLIC OF KAZAKHSTAN
In a condition of continuous
modernization of country’s professional high education as well as establishment
of national research universities, national universities and research
universities, strategy of development steps out to new plan. The achievement of
status of research university is high goal which requires significant
expenditure of time, energy and finance [1].
The classic universities and
institutes considered as a source of knowledge and skills. Today, in a period
of education integration, practice of leading countries shows that the main
role in innovative development of country belongs to the research universities.
Research university represents a research and education complex with developed
innovative infrastructure (training base, laboratories, research institutes,
design department, business incubator, science and technology park, research
project organizations) carrying out full cycle of innovative activities which
lets to have income and realize the trainings of specialists with innovative
business skills [2]. Research university can independently produce modular
education programs, create a business structures with attraction of talented
young scientists and students, positively impact the design department and open
offices for commercialization of scientific products.
It is known that at the moment the
research university within the process of education and science integration
acts as “modern form of education, science and innovative production
integration, characteristics of which is generation of knowledge and carriage
of wide range of research; effective training system and retraining of
personnel for High Tech economic sectors; high degree of science and education
integration; - International approve of scientific and educational activities;
effective system of commercialization of scientific results; presence of
innovative area; interdisciplinary study and research [3]. Gnevasheva V. gives
the statement about it in which she identifies the research university as
modern form of education and science integration well recommended in foreign
countries. The main functions of research university is the production,
accumulation, storage, delivery and distribution of knowledge. This function
was laid and started from the first Kazakh universities. The model of research
university is building on interaction of 3 main components: education, research
and innovation. In the modern model of university appears 3rd
function – “torrent” of delivery of information to society or “knowledge
transfer”[4].
The goal of activities of research
universities as main source of very valuable products is intelligence –
effective functioning in territory of scientific education establishment as
national center of education, science and culture where the training of highly
qualified personnel organically fits with modern scientific research and
carried out within systematically administered totality of integrated
innovative study complexes created on basis of scientific pedagogical schools.
The task of the research university
is organization of relationships and realization in one physical space in
interactive regime of education processes, scientific activities and
commercialization of their results.
Due to that it is necessary to review the change of
university to the research type. On a basis of comparative analysis on
methodological approach to the evaluation of the results of research activities
in universities of different countries made by the M. Larionova, she come with
recommendation shown on Table 1 with following indication system.

education and science mentioned above is considered to be provided.
In strategic outlook till 2030 see her development as research university
of high rank, with academic, financial and institutional autonomy, with high
educational standards. Outstanding scientific results and outspoken positive
influence for innovative development of agricultural complex.
The development of agrarian science
and education is strategic government aim. Therefore the governmental support
for the development of universities is not called into the question because it
is the investments which will be payed off in future.
