FORMATION OF INTERNATIONAL RELATIONS IN THE SPHERE OF STANDARDIZATION AND CERTIFICATION

 

Development of marketing economics in Kazakhstan has determined new priorities of production development: competitiveness increasing of products made in Kazakhstan; implementation of transfer from mining to processing industry; satisfaction of population increasing needs; safety system creation of consumable products.

State standards of the Republic of Kazakhstan are developed by technical committees and (or) control authorities of a fixed range of products (sphere of activity) on the basis of achievements of domestic and foreign science and technology as well as advanced experience.

Requirements of state standards and technical regulations are obligatory for all the legal and individual entities, which develop, manufacture, supplying (realizing), storing, transporting, using (operating), repairing products (goods) and implement services.

Taking into account the existing international practice and the practice accepted in the CIS countries, and in accordance with the Law of technical regulation of the Republic of Kazakhstan, it is expected to develop technical regulations, which in virtue of obligation of their requirements will be accepted in country in the status of Government provisions, also it will govern safety level but standards will include norms and test procedures indicators which provide a desired safety level as well as quality indicators.

Thus, there is provided a balance of state intervention and protection of society interests in the use of safety products and business concerning issues of products quality.

Development and harmonization of state system of technical regulation with international systems are necessary for provision of transfer of the Republic of Kazakhstan into international practice of works in the sphere of technical regulation, which includes works perfection of standardization,    conformity assessment, accreditation, quality management, state control and control for creation of conditions concerning entry of the Republic of Kazakhstan into world market as well as creation of certain conditions for entry into the World Trade Organization (hereinafter named WTO).   

 WTO goals are to render assistance in regulating of trade process in the frameworks of the system, based on certain rules; objective regulation of trade disputes between governments; carrying out of trade negotiations [1].  

Now, Kazakhstan is on its initial stage of entry into the WTO. In the beginning of 1996 the Government of the Republic of Kazakhstan has submitted an official request concerning joining to WTO as well as Memorandum on Republic Foreign Trade Regime. Agency of Strategic Planning and Reforms of RK has approved Kazakhstan entry performance plan into the WTO in accordance with the Government Decree of RK No.211 dated on February 19, 1996 “On entry into the World Trade Organizationand there was formed interagency committee group of RK concerning the WTO issues, which is renewed in accordance with government agencies reorganization.

Kazakhstan with its status of developing country when entering into the WTO receives a special regime of rates and trade which is similar with obligations of a state of such type.

In addition, Kazakhstan is involved into integration processes within the frameworks of the CIS, in particular, is a member of the Customs Union (CU). This requires joining of Kazakhstan obligations, used towards the WTO, with integration obligations concerning CU partners. In this regard, there is important to carry out consulting and co-ordination of actions of CIS countries members in negotiations with the WTO.

Completion of ongoing negotiations concerning Kazakhstan entry into the WTO meets the interests of our country and it is intended to cooperate in solution of number of major economic and social problems. There are the main of them: removal of discriminatory restrictions as for number of important goods of Kazakhstan export and improving of their access to world markets, transfer of trade-economic relations of Kazakhstan with foreign countries and regional groups to an equitable, stable, long-term economical-legal basis, improving of internal legal basis and practice of its usage in order to further promote of economical reforms.

Kazakhstan acquisition of the status of a member of the World Trade Organization will mean a full legitimate integration of our country into the global governance system of world trade of goods and services
