INTERNATIONAL COOPERATION OF UNIVERSITIES

IN THE BUSINESS EDUCATION SPHERE

 

Formation of the Russian system "educations during all life" (LLL, Lifelong Learning) which is considered as one of basic elements of the Zone of the European higher education, demands closer attention to additional professional education (APE) programs.

Entry of Russia into Bologna Process gives to domestic higher education institutions additional opportunities on effective use of APE in business education development. Many European countries already saved up the experience of modernization of education connected with Bologna Process. Therefore participation of the Russian universities in the international projects allows to understand essence of the European transformations and to adapt system of the Russian professional education at university level. Besides, implementation of the international projects in the sphere of a business education allows to keep the APE programs in the directions actual for the region, providing high quality of educational process and preparing base for higher education implementation according to the principles of the Bologna declaration.

The joint Russian-Norwegian educational project of the Pomor state university of name M.V.Lomonosov, the Norwegian university of technologies (Trondheim) and the Norwegian oil company "Statoil"  "Management of oil and gas industry ", was one of successful examples of the international cooperation in the sphere of APE. It was realized on the basis of Institute of management, the right and professional development of Pomor state university with financial support of the Ministry of Foreign Affairs of Norway and the «Statoil» company within 5 years.

According to Vice Rector of PSU for international relations of Alexander Krylov, in 2005, the Pomorski State University before starting to implement this project, conducted research on the oil and gas industry in the region. Their results showed that at us many engineers for work in branch are issued, however they have no skills of management. Therefore implementation of the program on the basis of the Pomor university had to have big prospects.

Within the «Management of Oil and Gas Industry» project was conducted professional retraining of the persons having the higher or secondary engineering education. The program consisted of 16 professional modules plus an additional course of business English with specialization on oil and gas lexicon for the persons having sufficient level of basic language preparation. The set included 25-30 listeners a year. In 5 years were trained 127 people.

In 2006 the first competitive selection of listeners on the Management of Oil and Gas Industry program was made.              

         Competition was 2 persons into place. Advantage was given those who already worked in the sphere of petrobusiness and had good knowledge of a foreign language. Study was in the evening (4-5 times a week). Upon termination of training in the listeners who have passed total examinations, issued the state diploma about professional retraining of the Pomor state university of name M.V. of Lomonosov and the Norwegian certificate of university of technologies (Trondheim)

On the first years of training Pomor State University bore responsibility for teaching of 10 modules (all-professional disciplines), and the Norwegian party - for 6 modules (special disciplines which were read in English with a translation into Russian).

At the same time with training of students was conducted also preparation of own shots for further independent work in the program.   Each Norwegian professor had two assistants from among young teachers of Pomor State University which were knowing English.   Assistants gave seminar classes, consultations and prepared being trained for examination and offsets. 

Besides, all assistants passed training within two months in the Norwegian company "Statoil" and in one of universities of Norway.

During a practical training in "Statoil" teachers studied such aspects of development of the companies, as: organizational structure, investment plans, strategy and prospects of development of the company, main activities of the oil company; Statoil company sponsorship in social areas, the main social the directed projects and company actions, and also economic aspects of research of the Arctic shelf of oil products; development of the local industry by the supplier in the region, to strengthening of sector of education for ensuring stable deliveries of special skills and talents of growing oil industry, increase understanding and abilities to solve environmental problems and the risks connected with production; quality of Statoil of a control system, control of documents; politicians in the field of quality, improvement: the continuous improvement, correcting actions, preventive actions; types of legal responsibility, consequence of violations of the law on the ecology sphere, contractual legal relationship in the oil company;  taxation of the oil companies, international activities of the oil company and many others.

Gradually, after preparation of the Russian teachers, full responsibility for the program passed to the Russian side.

At the initial stage training according to the program «Management of oil and gas industry» was carried out as retraining of experts with receiving the corresponding diplomas by them. But in the future the university planned to open the directions on preparation of bachelors and masters of business administration in oil and gas branch.

On a number of the subjective and objective reasons these plans weren't realized. Now, with creation of the Arctic university and entry into its structure of Pomor State University institutes, this work has to be continued. Russia has huge natural and industrial potential, however, development of sea fields of the North is impossible without training of specialists in this area. We have the teachers trained in this area, and it is necessary to resume already with our Russian oil companies training of experts in the program of preparation of bachelors of business administration (BBA) for the oil and gas industry.
