State regulation of social development and standard of living
One
of the major the factor providing a sustainable development of society, is
creation of economic, social, cultural, legal and other conditions for
harmonious development and socially - a positive image of life of the
personality, realization of the constitutional laws conventional by the world
community and freedoms of the person.
The
type harmonious and the vsestokroyena of the developed, physically healthy,
educated and spiritual personality leading an active life corresponds to the
principles and requirements of a sustainable development of modern society.
Development of the personality and interests of society are promoted by forward
development of economy and society, formation of the strong state, ensuring
social consolidation which is a necessary condition as strengthenings of
democratic institutes, and formation of civil society.
To
reach such consolidation and mass support of the power it is possible if a main
goal and a real priority of development of the social state and economy is
implementation by the state of such policy which will be aimed at providing a
certain welfare of the citizens, support social vulnerable groups of the
population, the statement in the society of social justice. Strong social
policy in combination with liberation of an initiative of the most active part
of the population is urged to balance инте¬ресы and to consolidate society on
the basis of reliable social guarantees and confidence in tomorrow.
The
state social policy defines the directions of development of all complex of
social processes and the relations, communication forms between people [1].
In
the social sphere a main objective is achievement scientifically - reasonable
parameters of level and quality of life of the population, increase in average
life expectancy of the population, improvement of habitat of the person,
development of its social activity, family planning, rationalization of scales
and structure of personal consumption, providing equal opportunities for
education, medical care and recovery of health, etc.
We
will consider in more detail that represent the concepts "social
development" and "standard of living".
Development
social - in the broadest sense – all set of the economic, social, political,
spiritual processes which are developing in society.
Standard
of living - the integrated characteristic of degree of satisfaction of
physical, spiritual and social needs of people. It is expressed by system of
the indicators reflecting various parties of activity of the population: the
volume of the consumed benefits and services per capita, the amount of natural
consumption of the most important products, the real income per capita,
security with housing, different types of utilities, transport communication;
availability of education, health care, culture.
The
purposes and state activities by regulation of the social sphere are determined
by the state social policy.
The
state social policy defines the directions of development of all complex of
social processes and the relations, communication forms between people.
In
Kazakhstan the system of social protection is characterized by prevalence of
the principle of full solidarity, high level of the state participation and low
incentives. Due to the lack of economically reasonable standards of calculation
of social payments and interrelation with system of compensation there is no
interrelation between level of the income of the working population and получаемы¬ми social payments.
The
system of social protection guarantees social stability in society, promotes
preservation of its stability during the periods of the accelerated development
or transformation from one system to another. At the same time both western,
and east countries, have different systems of the state social security that is
caused by existing national traditions, as well as specifics of development of
systems.
In
the Message of the people of Kazakhstan "Strategy
"Kazakhstan-2050" - a new political policy of the taken place
state" the President of the Republic Nursultan Nazarbayev, summing up the
Strategy results "Kazakhstan - 2030" in particular a priority
"Health, education and wellbeing of citizens of Kazakhstan", I noted
that, the average monthly salary increased by 9,3 times, the average amount of
pension payments increased by 10 times, by 16 times the nominal monetary income
of the population increased.
"Kazakhstan
- 2030" education is recognized as one of the most important priorities of
long-term Strategy. Overall objective of educational reforms in Kazakhstan is
adaptation of an education system to the new social and economic environment.
The president of Kazakhstan also set the task about entry of the republic into
number of 50 most competitive countries of the world. Improvement of an
education system plays an important role in achievement of this purpose [2].
