Methodological support economic monitoring subsystem functionally advanced systems management territorial structure and organization of agro business areas

As the current applied experience of advanced theoretical and methodological support economic subsystem analytical processing of data in information systems management functionality developed territorial structure and organization of the agro-food business sector, economic monitoring methodology content, its structure, it provided technical solutions are mainly determined by three factors (factors) influence, specific facilities management; principles of organization management systems; economic monitoring features as a function of the control system. In the first case, the methodology affect facilities management, which primarily reflected the specific processes of supply, production of finished products and its implementation. In the second case, the content and methodology of impact objectives appointment management system as a whole, the current execution methodology of planning, accounting and regulation, in relation to which the economic monitoring function is carried out. And in the third case, the content of the methodology is largely determined by the characteristics of economic monitoring functions directly – its objectives, methods of research, methods and techniques study of industrial and economic activities and more.

The impact of these factors (factors) leads to that established for different objects management theoretical and methodological materials (instructional guidelines) with economic-analytical processing of data information, on the one hand, have pronounced sectoral and intra features, on the other – have a lot in common in their immediate sense.

The role of economic methodology and analytical data processing of information production and economic activity of regional structures and regional organizations of the agro-food areas overestimated, but it is growing especially in terms of creating functional management systems developed territorial structure and organization of the agro-food business sector, further deepening and transformation processes in the market national economic system of Ukraine. Improving economic monitoring leads to the creation of a new mechanism for the implementation of this function management system, to intensify the development of methods and implementation of economic monitoring. Therefore, in the process of economic monitoring in functional management systems developed territorial structure and organization of agro business areas more likely there is a need to thoroughly grounded theoretical and methodological materials (instructional guidance). This is because the methodology of economic-analytical processing of information data allows, on the one hand, establish a list of economic and analytical information needed for decision-making, and on the other – to determine the need for primary information required to perform the relevant calculations. That methodology allows you to identify information and information input output subsystem of economic-analytical processing of information data.

Reflecting comprehensively all aspects and processes of industrial and economic structures of the regional and local organizations, agri scope, methodology forms the economic problems subsystems analytical processing information data defines their relationship and continuity solution that provides the functional structure of model building management subsystem.

Offering methods and techniques study the various aspects of industrial and economic process, the same methodology to determine algorithms for solving (schematic diagrams of calculation) subsystem tasks of economic and analytical processing of information data. The manager providing guidance for the use of economic monitoring methodology creates the opportunity to select the most suitable ways and forms of original information subsystem of economic-analytical processing of information data and more.

In the absence of precise productions economic-analytical problems methodology serves virtually the only source of information for making previous decisions in the field of technical and organizational support economic subsystem processing information and analytical data. This theoretical and methodological materials (instructional guidance) should meet the following requirements:

1. Methodology economic monitoring should ensure implementation of the General and intermediate objectives of the study (to provide expertise regarding the processes taking place, enable the projection for the future, etc.);

2. Methodology should include continuous outreach and continuous time studying the processes of production and business activities (all aspects of regional structures and regional organizations of the agro-food sector – economic, technical, social should be subject to economic monitoring at all time intervals);

3. The methodology should reflect functionally necessary processes of economic monitoring, not just those traditionally prevailing at a particular facility management system;

4. The proposed methodology research methods and techniques of production and economic activity of regional structures and regional organizations of the agro-food sector should be grounded and focused on obtaining the necessary and sufficient amount of economic information and analytical data;

5. The methodology should be systematic description of the monitoring function of economic production and business activities at the appropriate level system of regional structure and territorial organization of the agro-food sector.

Thus, summarizing the above research material can honestly say that the methodology is a crucial element to ensure the efficient method of economic analysis subsystem processing information data, which largely determines the nature and management subsystem solutions for other such ensure its constituent elements. Consequently, it is obvious that the development, validation and transfer of theoretical and methodological materials (instructional decisions and instructions) from the economic and analytical support to enterprises (associations) and organizations in designing advanced control systems functional territorial structure and organization of agro business areas Subsystem economic-analytical processing of information data should be made first and preceded by a wide range of design work for other types of software management subsystem.
