Development and
harmonization of the state system of technical regulation of the Republic of
Kazakhstan with the international systems
To date, the state system of technical regulation is an important
component of the overall economic system in the Republic of Kazakhstan.
The principal activities in the field of technical regulation are:
- The creation of evidence base regulatory requirements of technical
regulations,
- The elimination of technical barriers to trade by harmonizing national
standards with their international counterparts,
- Improving the safety and competitiveness of products, the introduction
of modern methods of quality management and environmental protection.
Development and harmonization of the state system of technical
regulation with international systems necessary to ensure
the transition of the Republic of Kazakhstan on the international practice
works in the field of technical regulation, including the improvement of the
standardization, conformity assessment, accreditation, quality management,
state supervision and control to create the conditions of release Kazakhstan on
the world market, as well as creating the conditions for entry into the World
trade Organization (hereinafter - the WTO).
Harmonization of state of the state system of technical regulation with
international systems enables:
- Switching to an international model of technical regulation,
- Creating conditions for the development and improvement of
standardization work in the industry,
- Creating the conditions for accession to the WTO,
- Creating the conditions for recognition of conformity assessment
carried out in the country, in the world market,
- Improving the competitiveness and quality of domestic products,
- Gradual establishment of a single information space at national,
regional and international levels,
- Training of specialists,
- Intensify work on international standardization.
Development and improvement of the state system of technical regulation
provides its rapprochement with similar international systems and defined the
transition to the voluntary use of standards.
At present, the Committee for Technical Regulation analyzes current
legislation and normative and technical documentation in order to expand areas
of technical regulation.
In order to improve the state system of technical regulation needs constant
updating and replenishment of the unified state fund of normative and technical
documents.
Unified State Fund of normative and technical documents - a set of
standards of technical, economic and regulatory information and technical
documents, with the exception of information constituting state secrets and
other secrets protected by law, formed in accordance with the legislation of
the Republic of Kazakhstan in the field of technical regulation, Ingredients:
Unified State Fund of normative technical documents is public
information resource.
Unified State Fund of normative technical documents contain
information on the standards of technical, economic and regulatory information,
technical documents, with the exception of standards organizations and standards
consortium. The order to provide users with the official editions of these
documents shall be determining by the authority.
Information about the adoption of standards, technical, economic
and regulatory information, technical document and one copy sent to their face,
to accept the document, in the Unified State Fund of normative and technical
documents for the formation of a unified information system, with the exception
of standard organizations and standards consortium. The purpose of the One Fund
is to systematize the normative technical documents of public bodies and other
documents on standardization to provide users with comprehensive, accurate and
timely information.
The structure of the Common Fund include:
- Standards (foreign countries, national, regional and international),
- Classifiers of technical and economic information (state, national,
regional and international),
- Normative technical documents,
- The rules of the standards and recommendations for Standardization
(state, national, regional and international),
- Official Gazettes (indexes, catalogs),
- Veterinary and sanitary norms, rules and hygienic standards,
- Zoo technical, veterinary, veterinary and sanitary rules and
regulations,
- Norms and rules of fire safety,
- Guidelines (application) measurement procedure,
- Rules and regulations to ensure the technical, industrial, nuclear and
radiation safety,
- Aviation Regulations,
- National regulations in the fields of architecture, urban planning and
construction, housing and communal services,
- Rules and regulations for the safe transport of dangerous goods,
- Rules on the protection and rational utilization of mineral resources,
- Other documents in the field of technical regulation.
Periodicals in the field of technical regulation of the Republic of
Kazakhstan include:
