To address
the improvement of economic monitoring methodology to functionally advanced
systems management territorial structure and organization of agro business
areas
In an
era of rapid development of the productive forces of post-industrial society,
which acts result of scientific and technical progress, management of
industrial and economic activities must constantly improve and meet the new
requirements of economic and social life. The above fully applies the
methodology subsystems economic monitoring of industrial and economic activity
of regional structures and regional organizations agri-food sector, which acts
as a working tool in highlighting and identifying sources of increased economic
efficiency and improving quality characteristics and technical parameters of
finished products (goods and services). The idea is that the methodology was
based economic monitoring function of the key principles of modern
information-oriented industrial and economic activity in the first place, the
comparison of costs incurred and the results obtained for further evaluation.
Solving
the problem of improving the methodology of economic monitoring subsystem,
based on the current requirements of the national economic system of the
country, multifaceted and includes a number of areas: increasing complexity of
economic monitoring function; focusing on the most important from the
perspective of the regional structure and territorial organization matters;
enhance economic efficiency monitoring; correct application of theoretical and
methodological economic monitoring provisions that provide coverage and depth
of research production and economic activity, and more. This makes the need for
creative (creative) approach to create a methodology to build the circuit it is
held at different levels of management of industrial and economic activity of
regional structures and regional organizations of the agro-food sector.
A
characteristic feature of today's stage of development of the national economic
system lies in the fact that in the management of industrial and economic
activity have not simultaneously solve specific tasks related to each other and
of complex economic, technical and social problems. In these conditions, huge
importance is the impact factor of the complexity of the economic and
analytical processing of information data.
Economic information-analytical processing of
data
– this in itself fundamental to the full and thorough study of all the parties
without exception and indicators of industrial and economic structures of the
regional and local organizations of the agro-food sector. However, only
completeness and comprehensiveness principle not exhaust the economic
monitoring function; plays a very important role study activities, events,
developments and impacts at different levels of management of industrial and
economic activity in their mutual communication and mutual conditionality. It
must be emphasized that in order to really know the subject you want to reach,
explore all its sides, all connections and mediation. Even the largest group of
indicators of industrial and economic activities that are considered out of
their deep ties can not give a full idea about the real economic efficiency.
And at the very end, economic-analytical processing of information data
provides continuous study of the processes of production and economic activity,
which means that economic monitoring subsystem to be operational, and
retrospective perspective.
The
dynamic industrial and economic processes at regional structures and regional
organizations of the agro-food sector, frequent changes in the conditions in
which they occur, require a significant increase efficiency of management to
develop timely administrative actions required for their course management and
optimization. We need this information may be obtained only from the economic
subsystem operational monitoring. The vast majority of the leading experts on
economic monitoring finds daily operational monitoring, which takes place
within a day of work or changes and follows the progress of implementation of
direct industrial and economic processes. This view characterizes the entire
contents of more rapid economic monitoring, displaying his most important
principle – the immediate response to deviations from the tasks of economic,
technical and social-economic parameters of production process.
Naturally,
the rapid economic monitoring objects should not be all reject and are
basically not the removal of which could lead to failure to achieve the general
and intermediate targets that are set before or industrial and other business
units. It defines a different meaning rapid economic monitoring methodology
compared to the retrospective methodology (monthly, quarterly, annual) and
prospective economic monitoring, which uniquely and clearly must be addressed
the composition of the operational results of economic monitoring at different
levels of production and management economic activity, composition of initial
information, time and means of obtaining certain indicators, the nature of
economic and operational use of analytical information. Particular attention
should be paid to the methodology of timely operational information data
forming the economic monitoring. In terms of rapid economic monitoring more
important to have timely information on the development of production and
business processes, rather than completely accurate information data that are
late, outside the time cycle of operational management.
Within
this work does not allow to touch even in general terms on the other
improvement methodologies economic monitoring of industrial and economic
structures of the regional and local organizations of the agro-food sector. To
address these issues are now many central research institutes, laboratories and
troubled departments of higher education institutions and industry research
organizations and industrial enterprises, scientific production association.
For example, set up and successfully apply the theoretical and methodological
materials of economic monitoring in electronic, machine tool, shipbuilding and
other industries of the country. However, daily practice raised new challenges
require deepening and extension of scientific research.
In this
connection seems appropriate to focus only on consideration of a range of
economic improvement methodologies subsystem monitoring industrial and economic
structures of the regional and local organizations that were, in particular,
successfully resolved in agriculture in our country.
