Decision Support System for the management of ecological and economic parameters of innovative projects

 

The present level of development of society is largely conditioned by the degree of use and development of information technology. In all spheres of human activity are successfully used personal computers, networking, software and information support.

However, environmental management and protection of the environment has a number of features, the main of which - non-linear models, taking into account the need for a large number of indicators, administrative and command system of control, which in turn slows down the process of implementing the standard, theoretically justified and practically developed methods and tools.

At the same time, the need for innovative development of the Republic of Belarus demands that newly created and modernized production were not only profitable, but also environmentally friendly, energy efficient and zero waste.

Within the framework of the State program of innovative development of the Republic of Belarus is being implemented over a thousand projects in various sectors of the economy, however, among the reporting statistics collected to assess their effectiveness, are completely absent eco-oriented parameters, although their scientific substantiation of a sufficient number of dedicated publications.

Development and substantiation of the parameters of environmental innovation projects dealing with various researchers, however, question the creation of automated tools for the collection, storage, processing and display of data distributed subject in need of further study and are quite relevant.

Therefore, to solve the problem of environmental parameters analysis of innovative projects we have developed appropriate scientific methods and software to automate the collection, storage, processing and display of the corresponding distributed information.

To store the data in the information system and the implementation of mechanisms for processing data samples used Data Base. One of the main functions of the information system is a data analysis - monitoring of objects in different sections of the subject area. This feature is implemented through the organization of requests for language SQL. The problem is the inability to communicate with the system user database, as knowledge of SQL can not be a requirement. The solution is built-in interface module.

One of the most important components of your application is a multi-purpose database. As part of the designed system, it differs sufficiently complex, determined by a combination of a large set of database inventory information, a large number of parameters and characteristics of the various aspects of the status of each of the natural resources, which together define the qualitative and quantitative nature-used indicators of natural resource potential in the administrative regions the Republic of Belarus.

After the components have been identified multipurpose databases, we have identified the main directions website:

The first direction: to provide general information about the inventory of natural resources companies leading accounting inventories. This information is important for the visitor, so it should be placed on the main page of the website.

The second area: the publication of specific information on each inventory of natural resources. Solve the creation of inventories and section 11 sub-sections according to each of the inventories. Each subsection will be published inventory information. It is necessary to allow users to add information without any editing of HTML-code page. The best solution to this problem was to connect content management system written in PHP. On the one hand, it limits the choice of host (requires support PHP), and on the other - allows an inexperienced user (for example, employee Ministry of Environment) to add information, do not understand the technology FTP and HTML.

The third direction: to provide information about the legislation in the area of ​​natural resource inventories.

The fourth pillar: display operational information circulating in the structures of the Ministry of Environment of the Republic of Belarus.

After analyzing and summarizing these data, we have developed a structure of a website accounting inventories of natural resources.

Among the most prominent representatives of the database management systems can be noted: Lotus Approach, Microsoft Access, Borland dBase, Borland Paradox, Microsoft Visual FoxPro, and the database Microsoft SQL Server and Oracle, are used in applications built on the technology "client-server". In fact, any modern DBMS there is an analog, manufactured by another company with a similar scope and capabilities, any application can work with many data formats, to export and import of data due to the presence of a large number of converters.

Common, too, is a technology allows the use of other applications, such as word processors, graphing packages, etc., and built-in version of the high-level languages ​​(mostly - SQL dialects and / or VBA) and means of visual programming interface developed applications . Therefore already not significant, what language, and on the basis of the specific application packet is written, and a data format used therein. Moreover, the standard "de facto" became a "rapid application development" or RAD (from the English Rapid Application Development), based on the widely the declared in the literature "open approach", that is, the need for and the use of different applications and technologies for the development of more flexible and powerful data processing systems. Therefore, in line with the "classical" database is increasingly mentioned programming languages ​​Visual Basic and Visual C ++, which allows you to quickly create the necessary application components that are critical for speed, which are difficult and sometimes impossible to develop a means of "classical" database. The modern approach to database management involves the extensive use of technology "client-server".

According to the recommendations of the consortium of developers of Internet applications for each site you need to specify multiple fonts, the use of which information is easy to read. Therefore, as the main resource we have selected the font Verdana, how to best meet the requirements for the design of Web-pages. In his absence, the text can be displayed in Arial or Sans-Serif (standard font Windows) without disrupting the overall design of the portal.

To create a resource in the same style was used in Cascading Style Sheets. The basic idea of ​​CSS is to separate the logical layout of the design. In conclusion, it should be noted that to develop new methods and means of automation of natural resource inventories have increased productivity, information reliability and high performance distributed processing caused by the use of the latest web-based technologies, remote access and storage of substantive databases on a dedicated server host that collectively improves system reliability and allows the user to provide constant access differentiable without establishing workplace specialized tools (DBMS), while reducing time-consuming by 4-7 times.
