Innovations in the system of science and education of the Republic of Kazakhstan

The advent of globalization of the educational system of most developed countries are in a constant state of modernization and reform. The pace of innovation in the field of education of Kazakhstan is among the best. This process goes on continuously and it accelerated every year in the country set ambitious goals to improve the quality of education. The main goal of educational reforms in Kazakhstan is adaptation of educational system to new socio-economic environment. The President of Kazakhstan also revealed the task about entry of the Republic into number of thirty most competitive countries in the world. Improving the system of education plays an important role in achieving this goal.

 Industrial-innovative development of Kazakhstan's economy requires accelerated development of engineering centers, national laboratories, technology parks within the framework of the research universities. A significant contribution to the implementation of programs and projects of innovation and technological development and the training of qualified personnel contributes Kazakh National University.  The project "Innovative cluster of KazNU named after al-Farabi" was included in the State program of innovation development for 2010-2014. Its implementation has been allocated 11 billion tenge. According to the Asian development Bank, the share of Treasury accounts for more than 50% of all scientific research conducted in universities. The University successfully operates unique scientific research infrastructure consisting of 7 Research Institutes, 15 research centers also science and technology Park. Here developed and realized in practice, many scientific ideas. Actively there are several dissertation councils. Every year the University runs more than 300 scientific-technical projects, a large amount of work is done on international grants. Among the first of the 15 national laboratories of open type created in Kazakhstan on the initiative of the head of state, one created in the Treasury — nanotechnology. In the ranking of universities and research institutes of Kazakhstan in the number of publications in journals included in Scopus database, Kazakh National University named after al-Farabi he takes the leading position [1].

In 2015, scientists of KazNU received 181 grant international foundations and organizations, including joint international projects 58, of which 30 are in the field of Humanities and social Sciences, 28 – in the field of natural and technical Sciences.

In 2015, scientists of the University have won 53 of the grant, 191 people have been training in the leading universities and research institutions of near and far abroad. Research internships are due to receive financial support from foreign organizations and foundations and in the framework of implementation of grant projects of the Ministry of education and science of the Republic of Kazakhstan. The geography of the countries of the internship is expanding – Germany, USA, France, Turkey, Korea, China, Japan, Poland, the Czech Republic, Hungary [2].

In 2015, the University staff published 6613 scientific publications, of which: – 147 monographs, 23 of them – published abroad, 124 – in the Republic of Kazakhstan; – 3476 scientific articles, of which 393 students in highly ranked international peer-reviewed journals, 612 in other international editions, 1877 – in journals, 594 – in other editions of the RK; – 2545 proceedings of conferences, of which 1003 – Republican, 917 – international in the Republic of Kazakhstan, 351 and the near abroad, 274 – abroad.

Also the staff and faculty of the University have published 64 books, 262 textbooks, 103 dictionaries, reference books and collections.

Scientific-research work of students is required, organically integral part of training specialists at University and enters into number of the main tasks of the KazNU solved on the basis of unity of educational and scientific processes. All students and young scientists of the University published 8 500 articles and abstracts in various scientific journals and collections. Of them published by the students of 4 110, abroad – 285; undergraduates – 2 400, abroad – 454; doctoral – 1 990, abroad – 652 articles and abstracts [2].

Student business-incubator is an infrastructure platform for the creation and development of youth innovation projects of the various branches of science and business and is intended to improve the quality of education and competitiveness of graduates.

At the University the tradition of the contest of innovative projects of student's business incubators. This year the competition was attended by 84 innovative projects, 32 of them are focused on the development of green economy.

Innovation market in Kazakhstan is at the initial way of its development. Today it is formed through the transfer of technology, the state development institutions, participating businesses, research centres and universities in innovation projects. If the state and society focused on innovative way of development, other sources of innovation in addition to the interaction and support of science, education and business in tackling these challenges, unless, of course, not to become completely dependent on the import of ideas, concepts and technologies. In solving problems on the way of innovative development of the companies main goal is the desire to create an economy based on the system interaction and integration of science, education and production, and entrepreneurial activity of business structures. It is crucial and also reasonable to use the current public support to innovation has become a powerful factor for economic recovery.
