SETTLEMENT OF CONTENT AND DETECTION OF FUNCTIONAL
ECONOMIC AND ADMINISTRATIVE DIAGNOSIS FOR SOLVING TASKS OF INNOVATIVE PROVIDING
In
economic literature (especially in translations)
the term "providing" has an interdisciplinary character and rather
broad semantics. The term "providing" comes from the English
"provide". English-Russian dictionaries give 5 definitions of the term "provide": 1) to procure, store; save; 2a) to supply;
deliver; to provide (to some
material), 2b) to give, to provide;
provide; 3) provide means of subsistence;
4a) take measures, prepare, 4b) anticipate; 5) legally stipulate, foresee.
In
modern theory and practice, provisioning
refers to the process of
providing the necessary individual, working group, organization as a whole. The terms
"provision" and
"provisioning" are
synonyms.
Today,
the term "provisioning" in international practice is most often
encountered in the context of
information and technology provision of services, including:
access to the World Wide
Web; Content-Providing - games,
ringtones, sms for mobile phones;
service-provider - provision of
technological services; Providing technological solutions, for example, setting up equipment, etc.
In
addition, the use of the
terms "provider" and "provider" in various sectors
of the economy
is becoming more widespread, first of all,
when it is
connected with the implementation by enterprises of industries providing
various services (for example, infrastructure
providers in the field of
construction of highways).
Innovative
provision of construction industry enterprises is an integral part
of intellectual activity and covers
those types related to the
achievement of specific scientific and technological results (research, design, design, technological, inventive, innovative activities, etc.). In this
regard, innovation service provider integrates the processes of obtaining
and accumulation of new knowledge,
their materialization and useful use.
Innovative service provider reflects the development of fundamental knowledge and formed
productive forces in order to
improve the means and objects
of labor, production technologies and their management
systems in qualitative use of the innovative
potential of the organization.
Innovative
provider as in the system
of process - oriented management of a construction enterprise has a strategic character and is based
on the relevant
principles:
• Subordination of the strategic objectives
of the investment
strategy to the strategic goals
of innovation development.
• Variability and flexibility in relation to changes
in the environment.
• Conformity of the
investment strategy to the existing
investment climate, directions of state
regulation of innovation and investment processes taking into account
development prospects.
• Parallel development of marketing and
investment strategies for innovation development.
• The level of
risk of investment
decisions is taken.
• Sufficiency of investment resources for implementation of innovative development
projects.
• Investment efficiency.
In
terms of the effectiveness of the innovation
process, the most significant is the stage
of distribution, the so-called technology
transfer. At this stage of
the innovation process, the implementation
of beneficial effects of innovation
takes place, which determines the timely recoupment
of the cost
of innovation, the effectiveness of innovation proving
in general.
