IN THE CONDITIONS OF THE URBAN UNDERSTANDING: PROBLEMS AND DEVELOPMENT
PERSPECTIVES
Renovation
of existing areas of recreational
use in large
cities of Ukraine is a modern
trend in the evolution of
the existing urban development, due to various
urban and economic factors, in particular the
development of new territories annexed to the
cities as a result of their
expansion, restoration of disturbed areas,
as well as
environmental improvement of contaminated land plots.
In
projects for the improvement and development of recreational areas, the needs
of vacationers in different functional
zones, the ratio of elements
of territories are taken into
account, as well as the
possibility of the subsequent development of the spatial structure
and the territory
as a whole, if it is
not limited to land use
boundaries. The formation of a possible development forecast in conditions
of land use
restrictions and other town-planning forms of regulation,
for example, in areas of
specially protected natural territories, protected natural landscapes, on territories of natural complexes or historical and
cultural monuments, is most difficult.
Consequently, there is a need to
create a unified information base for a comprehensive assessment of the
potential of renovation of recreational
zones of modern cities, based on the
methodology of expert assessment of the ecological,
urban planning and recreational potential of these
territories, aimed at determining the indicators of their quality.
Such indicators are first and
foremost taken into account as
the percentage of presence within
the geospatial data area in
relation to the site under
consideration. At the next stage,
a qualitative method was used to
determine the rank of the
geospatial index under consideration, after which numerical
values were determined. The result of the
calculations is to clarify the
cumulative impact of various factors
on the existing
layout of the recreational areas and the
definition of a group of town-building
coefficients, which can subsequently be used as
criteria for assessing the project
for the renovation
of the territory.
The
definition of a town-planning indicator is reduced to
the collection of the group
of coefficients: where gc is a water-based town-planning coefficient taking into account the
status of a specially protected area; n -index of
geospatial data; gp is a group
of coefficients taking into account
the features of the territory
(belonging to the territories of the cultural
heritage site, strictly regulating the development, protected natural landscape, a monument of landscape gardening,
a protected cultural layer, as well
as sanitary and / or water
protection zones).
In
addition to geospatial data of urban planning,
the factors characterizing the prospect of renovating
the territory are groups of
recreational and environmental indicators. Recreational indicators were determined based on the
results obtained in the process
of compilation of capacitive matrices
of direct and indirect recreational
effects, which, in turn, are
based on data obtained during
the conduct of engineering surveys and expert
surveys. It should be noted
that since the estimated data
is based on these research
methods, the validity of the
examination can be supported by
a rating assessment of the experts.
