TRILINGUAL EDUCATION INTEGRATION

The
article considers the subject of
trilingual education in the Republic of Kazakhstan. The author reveals the
importance of trilingual education, its benefits and challenges of the
implementation of multilingualism in the Republic of Kazakhstan.

XXI Century. The time of globalization and the information world. So many different cultures and people interact, interconnect
between each other because of the various integration processes. In this case,
we need trilingual education to cooperate social systems and overcome the
negative trends. It is very important to create the system of trilingual
education nowadays.
There are more than 140 ethnic groups in Kazakhstan and they all live
together in peace through bilingualism. Most of the population speak two
languages: Kazakh and Russian. But in modern world it is not enough.
It is essential to master also one of
the world-spread languages. In this case we need English as
the language of science and technology.
Our President says: “Responsible
language policy is one of the consolidating factors of Kazakh ethnicity.
Our aim is to
develop the Kazakh language actively using it in all areas. We should develop a
modern Kazakh language as a legacy heritage for our descendants, harmoniously
integrating the experience of generations of our ancestors with our visible
trace.
For the sake of the
future of our children we should make this decision and create it as a
condition of entry for our wider global integration. This will enable our
children to have a better understanding of the English language, the internet
and reinforce our desire to modernize the Kazakh language
We should conduct modernization of Kazakh language. It
is necessary to make the language modern, to look for consensus in terminology
issues, forever resolving the issues of translating international and foreign
words into Kazakh language.
The Kazakh language
is the crown pearl of our state’s sovereignty.
Nowadays we take
active measures to create conditions for our children to learn Russian and English equally as Kazakh
language.
This three language
policy should be encouraged on a State level.
We should treat
Russian language and Cyrillic writing in the same caring way as we do for
Kazakh. It is clear to us all, that knowing the Russian language provided a
historic advantage to our nation.
No one can ignore
the fact that through Russian language in centuries the Kazakhstan citizens
gain additional knowledge, increase their perspective and communications both
domestically and abroad.
We should work to
breakthrough in learning the English language. Having this “lingua franca” of
the modern world will reveal new and unlimited opportunities for each citizen
of our country.” [1]
Formation of
multilingual education is based on a number of government regulatory basic
documents: The Law of the Republic of Kazakhstan "On languages in the
Republic of Kazakhstan", the Concept of Kazakhstan language policy,
cultural project "Trinity of languages" State program of functioning
and development of languages in the Republic of Kazakhstan for 2011-2020 . [3]
Trilingual education
is a priority of language policy in Kazakhstan. There is a strong necessesity
in English. As the language of the new technologies, it is spoken by virtually
the entire world. Without knowledge of English can not be progress in
competitive areas.
Language learning
is good for the development of the brain and increases the creative potential
of the student. Thus there highly-qualified employees of various fields.
What activities
will help in the implementation of trilingual policy?
• Exchange of
language learners between the countries;
• Learning a
foreign language teachers of all disciplines;
• Preparation of
high quality study materials for foreign language
The teaching of
non-language subjects in a foreign language are being implemented in schools
and universities.
In order to further
improving of the work in the field of trilinguism in higher education, in our
humble opinion, it is necessary to allocate extra hours on professional English
for students, organize language courses and teacher training, open laboratory
classes on language learning, to intensify the work of research centers to
introduce trilinguism. [2]
Lack of personnel,
highly qualified teachers of a foreign language is one of the obstacles to the
creation of multilingual society. Also, the level of English language teaching
in secondary schools is very low. In addition to the above, there is the
possibility of losing our native Kazakh language. A very large number of
Kazakhs do not speak Kazakh language or have low level of it. Universities do
not have enough teaching material in the national language. Students have to obtain
information in other languages and translate into the state language. Another
problem relates to the Russian language. Part of the population living in the
south of the country is has not enough knowledge of the Russian language, and
it is poorly taught in their schools. This shows a low language culture in the
state. [2]
"State program
of functioning and development of languages for 2011-2020" was created to
solve the complications of this kind.
The program,
designed for ten years of implementation, based on an analysis of the existing
building in the country language, take into account the views and
recommendations of the expert community dealing with language problems.
In developing the
program has studied the experience of legal regulation of issues related to the
implementation of the state language policy more than 30 foreign countries.
According to the
Head of State Nazarbayev N.A .: "We must make every effort for the further
development of the Kazakh language, which is the main factor uniting all
Kazakhstanis. At the same time it is necessary to create favorable conditions
to the representatives of all nationalities living in the country were free to
speak, to study in their native language, to develop it. "
The Doctrine of
National Unity state language defined a key priority, the main factor of
spiritual and national unity. Mastering it should be the duty and
responsibility of every citizen of Kazakhstan, stimulus, determining the
competitiveness of the personal and active participation in public life. [4]
Mastering foreign
languages, we must not forget their native language, culture and traditions.
Preserving our
native language and studying foreign, we form flexible, competitive
specialists. Our country will be able to improve the level of education in the
country, to improve the quality of communication with other countries in
various areas, to avoid misunderstandings that can lead to conflicts. Using
polylinguism, we can create a good platform for further integration into the
globalization processes in the world.
