Today our
society is on the
threshold of a new wave of innovations which can seriously change the existing
educational process. Transition to informational society is
followed by wide spread of information
technologies in all spheres of life,
science, production and others. It is natural that information
technologies also penetrate into education. The
process
of education informatization must solve many tasks
in this sphere including the problems of education
management.
Increase of information value in
educational process has a higher
order than increase of efficiency
of learning these scopes
by a student. This fact determines the necessity of correcting the programs of preparing
students for pedagogical higher education institutions in
the filed
of informatics and information technologies.
Students must
be oriented
in huge flows of information, to pick out necessary information; to adapt quickly to
innovations in the sphere of information
technologies, to be always ready to teach on the program different from the program he was taught; to increase constantly
their qualification, professional competence in
the conditions of fast obsolescence of the content
and structure of educational material in informatics.
In modern world it is difficult to
overestimate the value of information, in this connection the management processes
in which the main flows of information necessary for realizing any activity are
of special importance.
Improving the management methods is
necessary for acceleration of making management decisions, maintenance of information
relevance in the conditions of continuous growth of information amount. The
only possible decision is using information technologies means in management processes.
Nowadays in many educational establishments information management systems are
introduced which enable to automate and increase the quality of teachers’
work. Introduction of information
technologies means into education management system requires specialists of
high qualification capable of organizing this process both in a certain
educational institution and in structurally more difficult educational systems.
In programs training of future teachers of informatics include courses of
training in use of means of information technologies in management of
educational processes.
The content of such
disciplines is insufficiently developed therefore there is no notable result in
increasing the readiness level of pedagogical staff for introducing information
technologies to management system yet. So, there is a contradiction which
displays on the one hand the need of schools in informatics teachers ready to
develop and use information management systems of educational process, and on
the other hand lack of methodical development works enable to realize training
of specialists of appropriate qualification level in pedagogical universities.
To provide development of readiness of informatics teachers for
introduction of information systems in educational process management it is necessary:
to sort out on the basis of analysis of work experience of secondary schools
the block of problems of high school management which solution will provide
success in organizing educational process and the quality of assessment its
results; to realize training of students to solve the chosen problems by means
of information management technologies at school in two stages: a) analysis of
management problem; b) determination of the most convenient information
management system which corresponds to the requirements of modern education
market and capable to perform any set tasks; to use project-research training methods
enabling to improve such important qualities of a future teacher in adaptations
of information systems as analytical and estimating skills, ability to find the
most rational solution of the set task, discussion skills, ability to work in a
team.
Development
of higher schools was built on the model of accumulating knowledge. It means
that knowledge and skills are kind of construction material. Much knowledge acquired
by students in higher educational institutions was unnecessary, so the social
order to a higher educational institution was revised, confirming transition of
our society from post-industrial to informational one. In order our students to
feel comfortable in modern society the state seeks to improve the teaching
model in higher educational institutions, replacing the model of giving a
lesson with personally focused model, where each student is considered to be an
individual, and teaching is aimed at self-development of students with support
of a teacher.
In
the conditions of informatization of
education and knowledge economy the uniform educational information environment
must provide a new level of educational process and synthesize activity of all
subjects of educational process. Such complete system demands the corresponding
provision: material and technical, program, methodical, legal, organizational
and technological.
It is proved that use of information
technologies in education intensifies educational process by 3 times, at the
same time quality of education improves by 2-3 times, that is confirmed by scientists-teachers
of different states (USA - Simur Papert, professor, the founder of pedagogical
philosophy of constructionism, India – Abdoul Vahid Han, the deputy General
Director of UNESCO, Russia – Scientific
Research Institute of Education Informatization of Russian Academy of Education
Robert I.V., special research of VA. Kaymin; Kazakhstan – Scientific School of
professor Nurgaliyeva G.K.).
According to the results of
forsite-forecasts, the package of new technologies in the world educational
process can already be formed by 2025, that will demand fundamentally new
professional competences from research associates and ordinary teachers, which
are not always possible to be predicted nowadays. The world lives in the conditions
of accelerated "inflation of qualifications" [2] when competences, which
are actual today, can be unclaimed tomorrow and even more – they can become a restriction
for further social and economic development. In this connection, in this scientific
work we have done a separate forsite-management and developed the course -
"Use of informational management systems of educational process", which
is expected to give future teachers a new stimulus in the future in their
professional activity.
Transition to information society is
followed by a wide spread of
information technologies (IT) in all life spheres - in science,
production, defensive sphere and others. Penetration of information technologies
in education is natural. The process of informatization of education is urged
to solve many problems in this sphere, including the problems of education
management. Growth of amount of information, circulating in the society, has a
higher order than a gain of efficiency of learning these volumes by a person.
This fact defines the necessity of changing in pedagogical higher education
institutions programs of preparing specialists in the field of informatics and
information technologies. Such specialists must:
■ be guided in huge flows of information,
to sort out necessary information in them;
■ adapt quickly to innovations in
the field of IT, be always ready to conduct classes in the program, different
from the program he was taught;
■ improve constantly his
qualification, professional competence in the conditions of fast obsolescence
of the contents and the structure of education material in informatics [3].
In the modern world it is difficult to

the situation". In this connection management processes which have the
main flows of information necessary for realization of any activity are of
special importance. Improvement of management methods is necessary for speeding
up making administrative decisions, maintenance of relevance of information in
the conditions of continuous growth of amount of information. The only possible
decision is use of IT means in management processes. Today many educational
institutions use information systems (IS) of management enabling to automate
and increase quality of work of administrative personnel and teachers.
Introduction of means of information
technologies into the system of education management requires high-skilled professionals
able to organize this process both in a separate educational institution and in
structurally more difficult educational systems [3]. Programs of preparation
and retraining of informatics teachers includes courses in use of IT means in
management of educational processes. The content of such disciplines is
insufficiently developed, therefore there is no notable result in increasing
the level of readiness of pedagogical personnel for introducing information
technologies in the school management system. Thus, there is a contradiction where,
on the one hand, schools need informatics teachers who are ready for development
and use of information management systems in educational process, on the other
hand – there is a lack of methodical developments enabling to realize education
of specialists of appropriate qualification level in pedagogical universities.
We have developed the course called
"Use of information systems of educational process management". The
number of credits is 2. (Table 1)

The tasks of the course are:
- formation of knowledge about the main
directions of information technologies in education;
- formation and development of skills of
application information technologies in management of educational process;
- formation of skills to use information
technologies in activities on school informatization;
- development of skills of mastering
information technologies of online projects in the course of teaching
informatics.
- formation of ability to integrate new
information technologies into educational process and to use them in the course
of teaching informatics.
The content of the course is normalized
with the existing standard. This program conforms to this standard. It gives
much attention to school computer room as organizational and methodical unit of
using ICT in education. The first block of questions consisting of two modules
is devoted to it. The second block is connected with didactic bases and the
directions of using ICT.
The laboratory practical work is based on
individual projects realized within some school subjects or sections. Within
such projects it is offered to create a virtual library devoted to using ICT in
any school subject or theme. The main sections of this library are the main
directions of using ICT in education.
The method
of teaching future teachers to use information systems of educational process
management is a part of didactics which is in turn is a part of pedagogy. Therefore,
it uses the methods of research of pedagogy, the laws and the principles of
didactics are performed. While teaching future teachers the methods of teaching
to use information systems of educational process management all known methods
of organization and implementation of educational cognitive activity are used,
namely, all-didactic teaching methods: information and receptive, methods
of problem statement, heuristic,
research and so on.
By
teaching our developed course "Use of Information Systems of Educational
Process Management" the most effective teaching method is the method of
interactive teaching. With the help of "Open educational site"
Interactive teaching is the system of methods and means providing possibilities
of creative participation of students in the course of mastering new knowledge,
formation of creative thinking and cognitive interests of personality is
realized through information systems of educational tasks which are used by
teachers in the course of education.
The developed course
systematized and consolidated the knowledge about the method of teaching future
teachers to use information systems of educational process management as an
educational discipline and in the course of teaching future teachers to use
information systems of educational process management to students of different
age groups.
