THE MAIN FUNCTIONS OF MODERN MANAGEMENT OF EDUCATION AND
THEIR ROLE IN MANAGEMENT
The President of Kazakhstan N. A. Nazarbayev specified
in the Message to the people of Kazakhstan
in January, 2012: "… during modernization
of an education system it is important to us to introduce in process training
modern techniques and technologies, to increase quality of teaching staff, it
is necessary to strengthen requirements to increase the qualification of
teachers of schools and higher education institutions, … integration training
centers of teachers" have to work [1]. Need of satisfaction of such
requirement of society and an education system was put in "Strategy of
"Kazakhkstan-2050". In it as one of the paramount purposes creation
of the modern and effective education system is designated. The special
attention in a realization of a goal has to be paid to a role of the teacher. Pedagogical education is the system base of education
in general, moreover, the quality of the most domestic society, and success of
modernization of educational system will be defined by professionalism,
creativity and responsibility of teachers.
In understanding of pedagogical management is important the
concept about its functions which reflect the main content of administrative
activity [2, 62].
Each teacher is the manager of educational process at the
administrative level, as an object of the labor of the teacher – the
administrative activity directed on educational and informative process of
trainees, on realization of procedure of knowledge of a training material, practice. Administrative functions
always were and will be present at activity training, as at it an essence of
pedagogical process. Educational process, as a rule, always not only is thought
in details over, but also we operate. Practical activities of the teacher as
manager are well traced in teaching and educational process. It is about
functions of pedagogical management in activity of the teacher in the
conditions of his work in group when the teacher
constantly in the professional activity approves new approaches, new
technologies in the organization of educational process.
For the first time functions of management were allocated
by A. Fayol in the XX century (planning, the organization, coordination, control). Further
the set of functions of management was supplemented, extended and specified.
Now there is a set of various classification schemes of
functional structure of management. In V. G. Afanasyev, A. I. Kitov, Yu. A.
Konarzhevsky, B. F. Lomov, R. H. Shakurov, V. A. Yakunin's works, etc. the
following types of administrative activity are allocated: statement of the
purpose, planning or adoption of administrative decisions, organization,
control, regulation (or correction).
In management of management of educational information we
allocate the general, specific functions, and also functions of an
administrative cycle. We refer the functions defining processes of communication
and decision-making to the general functions namely: planning, organization,
motivation and control.
Specific functions define narrowly targeted management of
educational information depending on a goal. We carry to these functions:
– accumulation, that is spontaneous and unsystematic
accumulation of information;
– extraction, process of transfer of knowledge;
– structuring and formalization, that is allocation of
the basic concepts, development of structure of submission of information;
– design of system, that is subject statement of an
educational task;
– correction of knowledge.
Functions of an administrative cycle are aimed at the
development of a reflection of trainees and, replacing each other, form a
chain: the purpose —>the plan —> activity —> real result —> a
reflection.
The interrelation of functions of an administrative cycle
(according to Tretyakov) is presented on the scheme.
Information and analytical function allows to analyse
results of educational activity, an actual state of affairs on the basis of
studying activity of each educational division and to prove expediency and
efficiency of the used receptions, methods of management of educational
information.
Analyzing occupation, it is important to determine the
scientific-theoretical level of the
studied material, the content of cognitive and practical activities of
trainees, system of the organization of their independent, creative work,
productivity of research of use of new technologies, etc.
Motivational criterion function induces trainees to
judgment of the purpose and ways of its achievement. The main objective of
motivational criterion function consists in that all participants of
pedagogical process accurately performed work according to the tasks delegated
by it, duties and the plan, and also being conformed with needs for achievement
of own and collective purposes in a concrete educational situation.
Planned and predictive function is directed on
development and implementation of the specific program, the state educational
standards, an optimum design of the modules of management of educational
information providing judgment with trainees of the maintenance for a training
material, its importance in knowledge of regularities of development of
society.
Control and diagnostic function stimulates activity of
the teacher as manager of educational information. The purpose of control and
diagnostic function is timely identification, estimation and the analysis of a
course of educational process in connection with its efficiency.
