Kazakhstan-Japanese relations at
present time
This theme is urgent because Japan has wealth of experience in the field
of effective use of industrial potential, innovative and technological nature
as attracts interest of other states, each state wants to reach the same good
level therefore it is necessary to cooperate and adopt each other experience.
Their number includes also Kazakhstan which headed for industrial and
innovative development of economy and started strategy implementation of entry
into number of 50 most competitive countries of the world. Today for republic
economy important value has the accelerated development of technological and
scientific and technical spheres for the purpose of creation of effective,
competitive productions. Considering the above, in article the bias on certain
aspects was made: to study the Kazakhstan Japanese relations, their history, a
political, economic and cultural and humanitarian cooperation, studying of
literature on these aspects as Kazakhstan doesn't lag behind and develops the
industrial potential, and of course doesn't disregard development of innovative
technologies.
The history of the international relations between the Republic of
Kazakhstan and Japan begins in 1991 when Japan, one of the first countries of
the world, recognized independence of the Republic of Kazakhstan. Practically
in a month the young republic and the oldest empire established diplomatic
relations.
The foundation for bilateral political dialogue was laid by a visit to
Kazakhstan of the Deputy prime minister – the Minister of Foreign Affairs of
Japan M. Vatanbe in May, 1992, and in April, 1994 the
president of the Republic of Kazakhstan
N. Nazarbayev made an official visit to Japan.
In Astana and Almaty there are already Japanese
Embassies which ambassador is M. Kamokhara. And in
Japan the Embassy of the Republic of Kazakhstan is only in one capital city of
Tokyo, and the official representative of Kazakhstan here since 2007 is A. Kamaldinov.
As basic agreements between these governments the Convention on
avoidance of double taxation and prevention from its evasion (2009), the
Interstate agreement on mutual protection and encouragement of investments
(2015), Mezhpraviteltelstvenny agreements on a
technical cooperation, on peaceful use of an atomic energy, etc. served.
In the 2000th years numerous visits and meetings both between heads of
states, and between prime ministers and Ministers of Foreign Affairs were made.
Visits took place not only in the territory of Japan and the Republic of
Kazakhstan, but also the friend the countries. For example, to the USA
(Washington) there took place the Global summit on nuclear safety in 2010, in
2013, in Russia (St. Petersburg), and in 2014, in Italy (Milan), N. Nazarbayev held negotiations with the prime minister of
Japan S. Abe.
Within 10 years, during the period from 2005 to 2015, inflow of direct
Japanese investments to Kazakhstan constituted nearly 5 billion dollars. Some
Japanese corporations, such as Marubeni and "NYK Line", perform the
activities in the territory of the Western Kazakhstan, for example, in the
cities of Atyrau and Aktau.
In the Central Kazakhstan, namely in the Karaganda region, the Itochu
corporation in 2015 began to build the mining and metallurgical dobyvayushche-overworking plant on volframmolibdenovy
ores on the field Koktenkol.
The cultural and humanitarian cooperation is an important factor of the
Kazakhstan-Japanese relations. So, we know that during the visit to Tokyo, the
President of the Republic of Kazakhstan N. A. Nazarbayev
handed to the Prime minister of Japan M. Hosokava
"The book of memory" with lists of the Japanese prisoners of war who
died in the territory of Kazakhstan. Through JICA the Government of Japan
provided 7 cultural grants in the form of supply of equipment for the Almaty State University, the State Academic opera and
ballet theater of Abay, Al-Farabi
Kazakh National University, the Almaty State
conservatory of Kurmangaza and the Kazakh academy of
music.
Japan acted as the coauthor of the General Assembly resolution on the
Semipalatinsk region and acted as the initiator of carrying out in Tokyo in
September, 1999 of the international conference on problems of the former
Semipalatinsk Test Site. In the spring of 2000 the Japanese Government made the
decision on non-paid allocation of 6 mln. dollars on
delivery of the medical equipment to this region. With the Japanese side active
dialogue according to the problem resolution of consequences of nuclear testing
for the territories of Kazakhstan is adjusted. Signing in March, 1998 became
recognition of a contribution of our country to radiological medicine.
Contracts on a scientific cooperation between the Semipalatinsk medical academy
and University of Nagasaki, and also delivery of a prestigious award of
Nagasaki "Memorial of the world of doctor Nagai (Nagai's Award)" to
the academician S. Balmukhanov, director of Institute
of oncology and radiology, i.e. Japan gave very strong support to Kazakhstan as
for Kazakhs it was tragic as well as for Japanese of an event with Hiroshima
and Nagasaki.
Kazakhstan is regularly visited by experts of Nagasaki and Hiroshima for
the purpose of studying of problems in the region of the former Semipalatinsk
Test Site. In 1999 the teleconference of Nagasaki (Medical university) –
Semipalatinsk (Medical academy) – Tokyo (Embassy of RK) with the presentation
of the equipment donated by the Government of Japan to the Semipalatinsk
medical academy allowing to carry out diagnostics of the Kazakhstan patients by
means of satellite communication in laboratories of Nagasaki University was
organized.
25 years of a mutual cooperation of Kazakhstan with Japan,
have very much a positive impact on the political and economic relations, in
the sphere of innovative technologies. 25 years ago Japan, one of the first,
recognized independence of the former Soviet republic, as affected a further
cooperation. Japan showed an initiative to Kazakhstan, thereby having received
complete reciprocity from Kazakhstan. Today between Japan and Kazakhstan
negotiations are conducted and a number of projects is implemented. In October,
2016 the visit of Premieres - the Minister of Japan to Kazakhstan took place,
and from November 6 to November 9 the President of Kazakhstan made an official
visit to Japan.
For Japan Kazakhstan not only the country with a
peacekeeping mission for which world peace is important, a special question - a
bilateral cooperation. From the point of view of the Kazakhstan-Japanese
cooperation, big prospects in new economic conditions are observed. On world business indicators Kazakhstan in the
same row with high-growth Japan. Negotiations between Kazakhstan and Japan
always made an essential contribution to strengthening of a bilateral
cooperation. This time in Tokyo there was a meeting not only top-level, but
also a meeting of impressive Kazakhstan delegation with heads of large business
of Japan. The official visit of N.
Nazarbayev not only guaranteed profitable agreements and
contracts, but also strengthened friendly relations of two states.
