Abstract. Is proved in the article multiplicative ability of the agricultural sector to generate innovation and financial investment. Specific examples of implementation in the real sector of advanced tools and models. Calculated economic effect. Given the findings and recommendations.

Agriculture activities in their specificity is one of the most wanted in any country in the world. It is connected with food safety, and trends in overall economic growth, and the phenomenon of the multiplier effect. But in addressing these objectives, it is necessary to take into account a number of features of this area, which is in the long-term ROI, and high numerous risks and less profitability of the final product in comparison with other industries [1, p. 147]. And from this point of view is very interesting is the experience of the Kaluga region on creation of institutional and management innovations.

In 2015, the amount invested in the Kaluga farmers of the state funds amounted to 1.7 billion rubles. With such strong support from the Ministry of agriculture of the region in the field of agriculture has managed to attract 6 billion rubles of investments. In addition to assisting farmers by the regional government created a special regional Institute of a development [2, p. 32]. They became the Agency of agricultural development.

The main objective of the Agency is to create the most comfortable business environment [3, p. 215] for the implementation of projects in agricultural sector of Kaluga region. New structure created for a potential investor or farmer who applied in the "single window" has been consulted on a wide range of issues – from government support to the technology of agriculture. For the Agency it is important that at each stage of project implementation, the farmer did not miss any of its measures of state support.

Today agriculture in the region is a modern high-tech business. As an example, the current regional programme "Creation of 100 robotic dairy farms in Kaluga region". Many farmers appreciated the technology of robotic milking. It allows to get ecologically clean and high quality product. Of course, that such milk is always in demand on the shelves not only in Kaluga, but also in neighboring regions. The influence of human factors in robotized milking is minimized, which also has a positive effect on the business, because workers in the village now, not so much. Similar projects are in beef cattle with a herd of 200 heads can be operated by 2-3 people.

One example of support of small business in the village budget funds the activities of businessmen of Dzerzhinsky district – brothers Afanasievich. They realized that beef cattle is not only interesting, but also profitable. But to make your farm, it took them a lot to learn from foreign colleagues.

The first capital came to future farmers 10 years ago when they got their own quarantine area and slaughter. Business, of course, banal, but gave Afanasiev invaluable experience.

And three years ago the farmers decided to invest in the creation of farms of family type. Applied to the regional Ministry of agriculture. State support has not kept itself waiting.

Interested in opening farms not less than the entrepreneurs themselves, the administration of Dzerzhinsky district gave the brothers more than 60 hectares of land. In 2014, the Ministry of agriculture Afanasieva received a grant on development of family livestock farms in the amount of 7 million rubles. The money was earmarked for the construction of farm, purchase of cattle, machinery, equipment and infrastructure.

State entrepreneurship support Fund has allocated so-called credit "555" (5 million roubles under 5% for 5 years) – for landscaping, supply of electricity and the construction of a site for cattle. In addition, last year the Kaluga farmers went to Canada, the city of calgary, in the province of Alberta, and looked at the planned volumes of the local farmers. Traveled about 30 farms with different biases and approaches to beef cattle breeding.

Russia with Canada are on the same latitude, the climatic conditions are very similar, so the experience of this country, our business was to study feasible.

Canada is now the farm has not been established. The task of the new generations – just to preserve and increase the job. The Kaluga farmers also expect that the business will be family. It is only by such factors as the continuity of generations, the introduction of advanced foreign experience and enhanced cooperation, coupled with long-term soft loans to farmers, will help to create a competitive field.
