Multilinguism in Kazakhstan as a reflection of the globalization of education

 

Globalization, the essential feature of which is the information revolution, has a decisive influence on all spheres of human life - economics, politics, culture, language, education, spiritual and moral development, inter-ethnic and inter-confessional relations. All these spheres, getting involved in the accelerating pace of development and exchange of information, acquire qualitatively new features. Globalization, therefore, is a complex process, requiring immediate scientific and theoretical comprehension.

Especially important is the study for young independent states in Central Asia, including Kazakhstan. In this context, the most acute problem arises: how can one avoid deviating from the objective process of globalization-that is impossible in principle-to preserve its national sovereignty, the national self, the distinctive and unique culture of the peoples of Kazakhstan and Central Asia, the great values of traditional culture , which expresses the centuries-old experience of folk art and wisdom.

Globalization has both positive (increased opportunities for communication and contacts, accelerated flows of information and goods, foreign investment), and negative features (the tendency towards standardization, the erosion of national and ethnic differences, the erosion of the borders of national states, the strengthening of already existing inequalities in the world ). It is necessary to study more deeply this contradictory nature of globalization in order to extinguish its negative influences and to strengthen the positive consequences. It is especially important to study the mechanism of the influence of globalization on the state framework of our state, the cultural identity of the Kazakh people.

As it was said above, globalization has a decisive influence on all spheres of human life and not only on socio-economic, socio-political, but also social and cultural spheres of human activity, namely education. And in this connection, the terms "multilingualism", "multilingualism", "globalization" have become the most common in the approach to learning a foreign language.

In 2004, in Kazakhstan, the idea of a triune language was first voiced by NA Nazarbayev and in October 2006 the President, speaking at the XII session of the Assembly of the People of Kazakhstan, again noted: "Knowledge of at least three languages important for the future of our children."

And already in 2007, in a message to the people of Kazakhstan, "New Kazakhstan in the New World," N.Nazarbayev proposed to start a phased implementation of the cultural project "The Trinity of Languages", according to which the development of three languages: Kazakh as a state language, Russian as a language of interethnic communication and English as language of successful integration into the global economy: "Kazakhstan should be perceived all over the world as a highly educated country, whose population uses three languages" and starting this year, our country began to conduct linguistic policy, namely on the basis of the following legislative acts: the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Languages", the Law "On Education", the State Program for the Functioning of Languages ​​in the Republic of Kazakhstan for 2001-2010, in the Concept of the Development of Foreign Language Education in the Republic of Kazakhstan it was defined the role  and place of the multilingual education, the principles of the creation of a modern effective system for managing a multilingual education was defined.

What is multilinguism? Academician DS Likhachev also wrote: "A person who does not know his native language is a savage, but a person who does not know other languages is a poor man." Indeed, knowledge of languages provides great moral and for  and material opportunities. After all, for Kazakhstan people, the doors to all countries of the world are now open and, thanks to the knowledge of languages, one can see the world, learn from experience and become a sought-after qualified specialist not only at home but also abroad.

In the higher educational institutions of Kazakhstan, the principles of the Bologna Process are being implemented, which is directly related to the multilingual education. Joint educational programs, academic mobility are not possible without the knowledge of a foreign language. Unlike foreign countries, the Kazakhstan program of multilingual education implies teaching in three languages. After all, the possession of several languages, as mentioned above, allows us to increase our professionalism, thanks to the expanding opportunities for access to world-class resources and, accordingly, helps to become not only popular, but also competitive in the national and world markets.

In conclusion, we note that globalization is an objective law of the development of the modern world. As any phenomenon, it has both positive and negative consequences for all the peoples, countries and regions included in it, in this case for developing countries, which can include our republic. The positive aspects of the inclusion of such countries in global global relations include the inflow of investments into these states for the development of production, communications, support and development of culture; the introduction of new technologies that are used in the highly developed countries of the world; economic assistance in those areas that need it; free choice of people places of life, study, etc. Negative may be the initial even greater economic gap from developed countries due to the lack of competitiveness of domestic production; specialization on raw material  ; the decline of national identity and culture because of even greater familiarity with the standards and values of the world's leading powers and, as a consequence, the growing influence of these powers on our state.

Kazakhstan has already become a member of many international organizations, state unions and this is not the limit. Of course, economic dependence on other states has intensified, but this is objective, since the level of our economy is not yet too high. On the other hand, the President and the Government are taking certain actions to strengthen the economy, which in turn will lead to the strengthening of sovereignty and independence. This is a difficult path. But the beginning has already been laid. The thing behind the continuous embodiment of all the declared and voiced ideas.

Thus, it seems clear that globalization is an objective global process that in one way or another influences many, if not all, spheres of the state's life, affecting both the economy and domestic politics, culture, mentality. Now, all the same, national sovereign states have to reconcile themselves to this and look for new acceptable forms of existence for themselves.

Globalization is not a common and fatal phenomenon for all countries and peoples. Some trends in the political structure and expansion of economic integration do not affect countries that either do not want to fit into the globalization process or do not represent for it, as a phenomenon, any geopolitical or economic interest. In a word, organically enter the process of globalization or try to force it away with all its forces - all this depends on our own domestic and foreign policy of our country.
