The access of the person was Relieved to information, appeared the possibility quickly and in suitable form to get the necessary information. Introduction new information technology in professional activity has changed the life of the person so modern industrial society possible to name "information". Observable change the requirements exist In these condition, presented to system of the formation, is changed social order society on preparing the personalities, which must use new information technologies in formation and in its professional activity, be adapted in new cultural-information ambience.

We shall Consider some determinations concerning to subject of the study.

Information - all that information, which reduce the degree to uncertainties of our knowledge about some object. Technology - a mechanism of the creation of some product (unnecessary material) or mechanism of the current of some process, created person. Accordingly, information technology - a system of the procedures of the transformation to information for the reason its shaping, organizations, processing, spreading and use.

The Term "information technologies" for the first time entered V.M. Glushkov [1], understanding under him "processes, connected with conversion of information". Under such approach becomes obvious that in education to information technologies were used always, education is an issue to information from teacher to pupil. В. Apatova, not breaking determinations given V.GLUSHKOV, renders concrete its [2]: "Information technology - a collection of the facilities and methods, by means of which is realized process of the conversion to information".

Information technology - a process, using collection of the facilities and methods of the collection, processing and data communication (the source information) for reception of information new quality about condition of the object, process or phenomena.

The Purpose of the use information technology in formation is a provision all participant scholastic process reliable, exhausting and well-timed knowledge integer, problems of the contents, didactic facilities and methods, success of the education for achievement scheduled quality training and this process management on the part of teacher.

Information technologies of the education - so much for technologies, using special technical facilities (COMPUTER, audio, cinema, video). When computers become be broadly used in process of the formation, appeared the term "new information technology of the education". But some researchers emphasize that to speak of new information technology of the education possible in that event only if she satisfies the cardinal principles to pedagogical technology (the definition studies, wholeness and etc.), and solves the problems, which previously were not theoretically or are practically solved and if facility of the issue to information trained is computer and information technology.

Information and communication technologies (IKT) - "broad spectrum digital technology, used for making, transmissions and spreading to information and rendering the services (computer equipment, software, telephone lines, cellular relationship, e-mail, cellular and satellite technologies, network беспроводной and cable relationship, multimedia facilities, as well as Internet)" [4, 5].

Heaven and earth IKT applicable in system of the formation possible to divide into two types:

- hardware;

- programme.

When use information technology in scholastic process necessary to put and realize the dyadic of the task:

- Work out the skills to rational organization of the scholastic labour;

- form the interest to under study subject;

- goal-directed to form generalized acceptance to mental activity;

- develop independences a student;

- prepare the student to creative converting activity;

- work out the skill to use the got knowledges and increase these skills for count of the independent study.

The Structure of the development information society consists of the following sign: level of the development information technology; the level telecommunication; the possibility of the free access to information; the automation and informatization production and control; change the social infrastructures; the development complex information handling; the production information resource; creation market to informatizations of the knowledges; shaping united world information space; deepening the processes information and economic integration of the countries and folk [4].

The Development information society in condition of the integrations Kazakhstan in world educational space promotes increasing a level formation to account of the extension of the possibilities of the systems of the information exchange on international, national and regional level and, accordingly, increasing dug to qualifications, professionalism and abilities to creative activity as the most most important features of the services of the labour. In turn quality and contents of the vocational training directly influence upon development information society, after all level of the using modern technology is defined not only development of the material base of the country, but also интеллектуализацией society,its ability to produce, adopt and use the new knowledges.

The Information society -, first of all, society itself, with appearing new background quality. And so increase the volume to information, knowledges, appearance new information technology dictates the following requirements to specialist: have a high level of indenture as professional; be a cultural personality (professional, morally-ethical); use the complex new scientific knowledges, helping master the new modern layer of the science, new scientific picture of the world; capable by itself to adjust, control itself [6].

The Informatization society - a global social process, which particularity consists in that that dominant type to activity in sphere public production is a collection, accumulation, processing, keeping, transmission and use to information, realized on base of the modern facilities microprocessor and computing machinery, as well as on the base of the varied facilities of the information exchange. The Informatization society provides:

- active use constantly expanding knowledge-based potential society, concentrated in printed fund, and scientific, production and the other type to activity of its members;

- integration information technology with scientific, production, initiating development of all spheres public production, интеллектуализацию labor activity;

- high level of the information service, accessibility of any member society to the source of reliable information, visualization to presented information, существенность used data.

Using opened information systems, calculated on use of the whole array to information, available at present society in determined his(its) sphere, allows to improve the mechanisms of public device control, promotes the humanism and democratizations society, raises the level of well-being of his (its) members. The Processes, occurring in connection with informatization society, promote not only speedup of the research progress, intellectualization all type to human activity, but also making the qualitative new information ambience society providing development of the creative potential of the individual.

One of the priority directions of the process to informatizations modern society is an informatization of the formation - a process of the ensuring the sphere of the methodology and practice formation of the development and optimum use modern or, as their is accepted to name, new information technology (NIT), oriented on realization physic-pedagogical integer of the education, education. This process initiates:

- improvement mechanism control system formation on base of the use the automatic databanks scientifically-pedagogical information, information-methodical material, as well as communication networks;

- improvement to methodologies and strategies of the selection of the contents, methods and organizing forms of the education, education, corresponding to task of the development to personalities trained in modern condition of the informatizations society;

- making the methodical systems of the education, oriented on development of the knowledge-based potential trained, on shaping the skills by itself to gain the knowledges, realize information-scholastic, experimental-exploratory activity, varied types to independent activity on information handling;

- creation and use computer testing, diagnosing methodses of the checking and estimations level knowledges trained.

The Informatization of the formation as process intellectualization to activity training and trained, developing but base to realization of the possibilities of the facilities new information technology, supports the интеграционные trends of the process of the cognition of the regularities of the application domains and surrounding ambiences (social, ecological, information and others.), combining them with advantage of the personalizations of the education, providing hereunder synergism of the pedagogical influence.

The Progress in the field of computer technology and mass introduction in life society new information technology have brought and bring about deep and multiform transformations in all sphere of activity modern society.

The Problems of the use information technology in formation were an explored many scientist-teacher and are presented in works G.G. Vorobieva, B.S. Gershunskogo, A.P. Ershova, V.M. Monahova, E.I. Mashbica, N.F. Talyzinoy, O.K. Tihomirova and others. The Problem of the making the electronic textbook concern with in Russia B.I.Glazov, D.A.Lovcov, O.P.Okolelov, E.V.Pastuhova, O.A.Kozlov, E.A.Solodova, E.N.Holodov and others., in Kazakhstan - D.M.Dzhusubalieva, M.A.Vinnickaya, G.K.Nurgalieva, E.A.Spirina and others.

Follows to note that tempestuous development information technology in modern society introduces absolutely impossible without solid knowledges, skills and skill in all sphere of the formation, it emerges not only as process of the mastering information technology, but also as one of the human valuables modern society, presenting itself necessary forming improvements of the system of the high vocational training as a whole.

After called on studies was revealled that notion "information technology of the education" also is actively developed in literature. In functioning "Integration pedagogical and information technology in vocational trainings" [7] under informatization of the formation is understood process of the provision pedagogic theory and practice of the development and use modern, new information technology, oriented on realization pedagogical integer of the education and education. Broad spreading the facilities of the computer technology render the observable influence on profound side of the formation not only, but also on the forms and methods scholastic-воспитательного of the process, where in their dictation will are presented new technical facilities of the education, so named "information technologies of the education".

Nesluchayno, modern high schools, as a rule, lead extensive activity on involvement student in different аудиторные and внеаудиторные types occupation that brings about more full achievement costing before high school pedagogical integer of the education and education.

Together with that, for present-day day scholastic activity within the framework of system of the higher education with greater or smaller degree is provided theory and practice of the development and use modern information-communication technology (IKT), which the most most important component are a computer, provided with corresponding to software, and facility telecommunication together with placed by information on them.

Using information technology in education has defined the important principle of the education - a principle to personalizations. Each trained follows the individual rhythm of the education, with its, exactly him necessary level help, rate of the functioning, with given by depth of the under study material. Wholeness of the scholastic process herewith is not broken. Through personalization of the education by means of information technology is realized transition . Also under efficient use information technology occur change to motivations beside student.

Practicability of the use information technology in scholastic educational process is defined and that that with their help most are effectively realized such didactic principles, accessibility, clarity, consciousness and activity trained, the individual approach to education. When use new information technology successfully match the different methods, the forms and facility of the education.

Education through use new information technology - a way of the education, which can if required substitute the teacher i.e. be independent. The Most effect from use new information technology in educational process is reached when use information and demonstration programs, prototyping programs, providing interactive state of working trained with computer, expert systems for diagnostics level, access to information resource of the network Internet.

In modern formation possible to select two forms of the education: consequent, strictly determined (linear) education and nonlinear (inconsequential) individually-oriented education.

We tried to define the new requirements to preparing the specialist, who will give in professional plan:

- a growing of the professional knowledges (profound) that is to say skill to gain the new knowledges;

- a skill literate to organize the professional labour as for itself, so and for group;

- a possibility of the shaping the professional thinking;

- professional responsiblity;

- a skill to control itself, unload (physically and mentally) (larval);

in larval culture plan:

- a growing culture knowledges that is to say realization and joining to  value, confession their priority;

- responsiblity, skill to gain the new knowledges and new skills (the culture aurochses behaviours, worldly);

- increasing of the culture, which formed in society, coming from change the paradigms of the formation.

Coming thereof, we can establish the actualization following three large blocks-requirements to preparation specialist, who органично intertwine between itself: requirements - a public order; the pedagogical requirements; the requirements dictated humanism and informatization society.

The most interesting and the most perspective is nonlinear, larval-oriented education, which became available due to information and communication technology.

In Karaganda’s technical university when preparing specialist "Professional education" on "Professional pedagogic", the Pedagogical skill", "Etnopedagogic", "Professional psychology", "Pedagogic" and etc. -communication technologies are used information. They positively influence upon motivation student, as well as on quality of the teaching discipline data.

Thereby, information-communication technologies are a powerful facilitator cognitive and educational activity, capable to unite the efforts a student and teachers of the high school.
