Planning and Implementation of Educational Policy of Ukraine at the Present Stage of Civil Society Development
Education in Ukraine during the period of its independence is devoted to the problems of children and youth upbringing. Modern contradictory trends and challenges
like globalization, national self-determination, rise of xenophobia, terroristic
occurrences; democratization and affront to human rights; technological
progress and ecological dangers etc. are updating new approaches to solving the
problems of civil education that determine new vectors of Ukrainian education
policy at the present stage of civil society development. According to this our
research interest oriented on interpreting the priority of national policy of
Ukraine in education area in the context of problems of civil society formation
is well-grounded.
Modern civilization processes draw new courses of Ukrainian educational policy
which outlines are determined by the Charter of
Council of Europe about upbringing of democratic civility and education in the sphere of human rights (May 11, 2010). According to this among the most urgent are the questions of the new trend of state educational policy
in Ukraine like upbringing of active citizen who realizes his/her personal responsibility for decisions of social and state nature. For such a personality foregrounded are
traditional values: conscience, dignity, mutual respect, diligence etc. And the
most important are the values of civil society such as: respect for life and
rights of the others, responsibility, freedom, tolerance, humanism, health of
people, peacefulness etc.
A teacher as a key
personality in Ukrainian secondary and higher school should be a spokesman and
a supporter of the idea of a law-governed democratic state, value of civil
state, has the merits of a social mediator who helps young men to choose
individual path of self-fulfillment allowing the injuries of the community.
That is why up to date reality of development of state policy in educational
area in the terms of state independence
of Ukraine actualizes the implementation in educational process the values of a
free citizen who admits and realizes his/her rights and duties in society, the
ideas of equality, public benefits, freedom of choice and national wellbeing. A
modern educator is adjusted in educational interaction with pupils by ideas and
principles declared in Constitution of Ukraine, Conception of Civil Education
of a Person, State National Program “Education (Ukraine in XXI century)”,
National Doctrine of Educational Development in Ukraine, National Program
“Teacher”. Particularly the National Doctrine of Educational
Development in Ukraine proclaims the idea that modern education should provide
a civil education of a personality who realizes his/her belonging to Ukrainian
nation, respects national traditions, history and language, feels a pride and
responsibility for native country, is respectful to culture of other nations,
follows the norms of interethnic and interpersonal relations [1, p.
53].
We admit that essential for implementing of ideas of civil society in
Ukraine is the Concept of Civil Education in Terms of Development of Ukrainian
Statehood (2001), the Concept of Civil Education in Ukrainian Schools (2002) developed within the international project “Education for Democracy in
Ukraine” within the Transatlantic program of civil society support (supported
by the government of the USA and European Union).
These concepts are the base of development of study books for senior school
recommended by a core ministry and implemented into practice: «We are the Citizens of Ukraine» (9, 10 grade); «Civil Education» (9, 10 grade); «Civil Education» (11 grade); «Civil Education. Teacher’s book» etc.
Such steps have to be supported by politics and Ukrainian society because the development of civil society is based on the interaction of parties and the most important constituent of civil moral is a morality of a person. To our mind determinative in citizens moral characteristics have to be such qualities as kindness, attention, sensitivity, charity, tolerance, conscience, honesty, respect, justice, merit, love to parents, family.
Consolidation
of the efforts of society and pedagogic community in approval of social, value
and personal factors of modernization of national education has to result in
reaching the new priorities in development of educational policy of Ukraine. This
gives rise for grounding the priority of Ukrainian higher education in
circumstances of forming a new value system of civil society – democratic,
open, variable, tolerant, able to provide a harmonious interaction of a person
with a quickly developed technologic world. Among the values that unite a
modern education we mention the humanization of education, mastering of
cultural values, upbringing of a citizen – patriotic, tolerant, diligent,
responsible, ecologically deliberate, able to study lifelong; language,
informational and technological culture; preservation and development of human
health.
To summarize we affirm that positioning of Ukraine as
a sovereign, democratic, European country causes the determination of tasks in
planning and implementation of educational policy in two levels: international
level; orientation at national values particularly at values of civil society.
This process should be held now while taking into account civilization
tendencies which caused the onset of a new educational paradigm, the basic
merits of which are fixed in the Declaration of Human Rights, proclaimed and
approved by the United Nations General Assembly. According to this we should
consider that important factors of
forming by a young generation the values of civil society is a common
life activity of children, their interaction (youth organizations, youth
movement etc.), interaction of groups, associations, institutions of pupils and
civil self-government, consecutive democratization of the whole educational
process and the state educational policy.
