SUBSTANTIATING THE APPROACH TO DETERMINATION OF THE TERM “PRINCIPLE OF PUBLIC ADMINISTRATION IN THE FIELD OF FIRE SAFETY”

 

The results of the analysis of the literary sources on public administration indicate the ongoing discussion on finding a single approach to determine principles of public administration, which requires, firstly, clarifying the substantive merits of the term “principles of public administration”, and then transiting to its transformation into professional plane of fire safety.

The issues of investigation of principles of public administration are reflected in the works of national and foreign specialists, namely, V. Averianov, O. Aliokhin, H. Atamanchuk, V. Afanasiev, V. Bakumenko, M. Weber, B. Kurashvili, A. Maslow, P. Lebedev, N. Nyzhnyk, V. Rapoport, V. Tron, V. Tsvetkova, V. Chirkin, O. Shaptala, etc.

While exploring meaningful burden of the principle of public administration, H. Atamanchuk believed that the principle of public administration was a pattern, relation or correlation of socio-political nature and other elements of public administration (of the system of ontological elements), which are expressed in a particular scientific statement, enforced mostly by the law and used in course of theoretical and practical activity of managerial stuff [1]. B. Gurne emphasized that the principles should be formulated in the form of appropriate rules, which are fundamental for the implementation of the objective laws of social and state development [2]. The team of Ukrainian authors, in their work “Public Administration”, agreed with the definition, which actually rewords a minor terminological inaccuracy by H. Atamanchuk [3]. Similar view is shared by V. Malynovskyi, who, in his work under the same name – “Public Administration”, proposed to take principles of public administration as “fundamental truths, positive laws, governing concepts, basic provisions, codes of conduct, which reflect the laws of development of managerial relations, defined as specific academic statement, enforced mainly in the legal form and through which the public administration apparatus is built and operated” [4]. N. Meltiukhova, in her article “Laws and Principles of Public Administration”, drew attention to the terminological inaccuracy by H. Atamanchuk [5].

An approach to determination of principles of public administration in the plane of command and control, where the principles of command and control are understood as the most common, basic rules and guidelines to be considered and implemented in practice of command and control at all levels and which are drawn from life by exploring essential connections and relations of various aspects of management [6], is of special interest.

In some Western countries, the principles are defined as a set of rules, processes and codes of conduct relating to the method of implementation of powers of authority, especially to the issues of ensuring their transparency, public involvement, accountability, effectiveness and coordination of actions.

The analysis of works on various approaches to define the essence of the concept of “principles of public administration”, together with the well-known classical approaches by the famous schools of “scientific management” (F. Taylor, G. Emerson, H. Ford, etc.) and “administration” (H. Fayol), allows concluding that principles of public administration incorporate the basic initial theoretical principles and rules, which reflect adequately the objective laws of social and state existence and development while integrating the most significant substantive components of public administration.

When determining the principles of public administration to perform management activities in the field of fire safety, it is necessary, to our opinion, to define their essence and the object of management at first, and to identify the subject of management afterwards. This will allow, first of all, defining the content of the principles of public administration in the field of fire safety and implementing systematic representation of components of the object of management. The feasibility of this approach is predetermined, firstly, by global practices.

Taking into account the aforesaid definition, it is suggested to consider the principles of public administration in the field of fire safety as the basic theoretical propositions and rules, which reflect adequately the objective laws of existence and development of fire safety while integrating the most significant integral components of the effective public administration in the aforementioned field.
