MODERNIZATION ESSENCE OF THE CONCEPT «SUSTAINABLE DEVELOPMENT OF THE LARGE CITIES»

 

The modern state of economy, nature and society actualizes the problem of harmonization of all aspects of the human life. The scientific approach, systematically connect the modern economy, society, man and nature in order to create a unified and sustainable whole, called by the Concept of sustainable development.

The emergence of the consumer society has led to the formation of a worldview, which can be called the consumer model. This is main model of the population of developed countries, primarily the USA and the countries of the Western Europe. However, in recent years in the Russian society also began to change the nature of consumption, society taking features of "consumerism" only.

To an even greater extent this applies to social production. The criterion of progress has always been considered the level of economic development, and community development was seen as the achievement of the new economic and technological heights when and the main measure of all these achievements is the level of consumption.

This approach in the developed countries of the Western Europe and especially the USA became the basis of the state socio-economic development strategy and this model becomes a role model for the most developing countries. It is obvious, that the basis of high rates of economic development of Western countries lies primarily the exploitation of the free resources of another countries.

Within this article explores the concept of sustainable development in respect of such complex socio-economic system as a large city. As a product of modern civilization, the city may be considered from the point of view determining the future directions of the development relationships between society and nature. According to the concept of systems development [5], the basis of modern civilization has performed its self-organizational properties, and the formation of cities is proof of this.

20th century was a period of unprecedented urban growth and settlement systems. In the city, as a system, which dominated the social relations over natural forces, has become so widespread that the environment could no longer compensate for the problems. Most obviously this was manifested primarily in the environmental problem, which is inevitable in the framework of consuming civilization [4].

Thus, we found the need of society in the development and implementation of sustainable development principles at the level of urban development and spatial planning [1]. The corresponding concept is called "sustainable development of territories" and meant securing favorable conditions of human activity, limiting the negative impact of economic activities on the environment and the protection and rational use of natural resources in the interests of present and future generations in the implementation of urban development. In this formulation, this term was introduced in the Town Planning Code of Russia (in 2004 year).

It is now becoming apparent hopelessness of the existing ideological paradigm that defines the priority of wealth and do not take into account the relationship of people with the natural environment and with each other. In contrast to the traditional approach, sustainable development as a new philosophical model integrates environmental, social and economic dimensions of the environment in a global perspective [2]. This model focuses not on the consumer requests of individuals and for the common good of present and future generations. In this regard, the main task of the society is optimizing resource consumption and change in consumption patterns to improve the quality of the people`s life.

The modern idea is consider the notion of "sustainable territorial development of the cities", which largely aimed at identifying the necessary qualities of the physical urban environment. The sustainable territorial development of the large city is proposed to understand the ability planning and social organization of the urban environment to maintain dynamic balance during sudden changes of the process of its development or, in other words, the ability to maintain structure when exposed to disturbing factors or to return to previous state after the violation,.

One of the aspects of the implementation of this Concept is to develop methods for assessing the sustainable development, including in relation to cities. According to foreign studies, the concept of "sustainable development" has about 30 lists the various indicators and indexes that in varying degrees to assess the sustainability of systems at various levels [3]. The modern city`s development is based on the principles of sustainable development and it is extremely important task. There is which can only be achieved in case of consolidation of efforts of all stakeholders - the public, businesses, the city authorities. Inherent in sustainable development synergy positive impact on the overall economic situation and investment climate, tourist attractiveness of the territory and its cultural development, effective solutions to social and environmental problems, does support this concept, fully justified and very effective. Its implementation will allow not only to harmonization of the urban space relationship  and nature, but also to create, preserve and enhance the character of the urban environment, improve the quality of life of the population of a large city.

Currently, there is a kind of the next wave of the discourse about urban development. It should be noted that the nature of the data, reasoning is completely different content than, for example, at the end of the last century or in the beginning of this century. With a certain simplification we can say that in the so-called transition period (90-ies of the 20 century) the problems urban development was seen mainly in the political and legislative context. This was due to the need to ensure legal and political guarantees of local self-government.

Currently, the vector of urban development has become more complex. Priorities of the urban development (and, first of all, large cities) become increasing economic potential, infrastructure development, improving the level and quality of life of the urban population, even more there is the need to "turn to the person".
In this regard, it is necessary to ascertain the updating and modernization of the intangible, sociopsychological, sociocultural, environmental, creative and innovative factors as trends for sustainable urban development.
