Investment and building complex in the structure of
the Ukrainian economy
The building industry is an independent branch of
the national economy. The mail role of it is to establish conditions for the
phased development of the whole economy of the country. The financial crisis
finds out all problems connected with the building industry in Ukraine and makes
the enterprises together with the government to re-examine the principles of
management and regulation within the brunch. Currently it is clear that the
building industry depends highly on macro environment and business climate of
other markets. It is known indeed that the very building industry may become
the motive power able to relieve the country’s economy from the crisis.
The term “building complex” appeared in the early
1980s and it was used to indicate the groups of brunches in the sphere of
material production and its enterprises involved in formation of construction
production. Later on the term “building complex” met more practical sense and
meant the management of interdependent groups of branches: construction
operations, production of constructional materials, constructions, details;
building and road engineering, tool-making, equipment maintenance; transport
provided services for building; material support (procurement, kitting-up).
Today, the structure of the building complex is
quite complicated. This fact causes various approaches to the definition of its
content.
Looking into the economy of Ukraine as the unique
economic system it is necessary to notice that it consists of easier subsystems
– brunches: fuel and energy brunch, agricultural brunch, machine building
brunch, building branch and other. Not only enterprises of the building branch but
industries of other branches of economy (machine building and fuel and energy
brunch) are involved into formation of final construction production. Besides
of that the financial sphere of economy has direct influence on the building
branch, such as investment of the building. It let us talk about functioning of
the investment and building complex in the frame of the building branch.
Conditionally, the Table 1 presents the place of the investment and building
complex in the structure of the Ukrainian economy.

The building branch is specific. The given branch
is characterized by the heterogeneous structure of contracting organizations
and enterprises, high level of their specialization and cooperation. In
addition, the building branch of Ukraine is highly monopolized. The building branch
is contained in cyclicality of development corresponded to the general economic
cycle (Figure 1).

At the same time there is a specificity connected
with the long life cycle of the project: from the plan to realization and
maintenance of the construction.
The place of the building branch in the national
economy is governed by its production which is one of the indicators of the
state economic growth. From the one hand, the increase in volume of building
activity depends on development of the other brunches of industry. From the
other hand, performing construction and erection works for the other brunches
of economy the building complex is inseparably connected with them. With
respect to the building activity the other brunches appears as project owners
of final production and suppliers of work objects and equipment. The building branch
is one of the resource-demanding brunches of industry: more than 70 brunches of
the state economy provide the materials for production of final products. In
case of proper organization and development the building branch is able to
increase the volumes of currency earnest to the country not only by means of
its activity but providing the orders to metal industry, machine building etc.
